SUBJECT: MEMORANDUM OF UNDERSTANDING – ALLOCATION OF MEASURE R 20%
BUS OPERATIONS FUNDS
Background:
Los Angeles County Measure R established a one-half percent sales tax for various public transportation purposes. Twenty percent of Measure R funds are allocated to Eligible/Included Operators on a formula basis for regional bus operations, maintenance and service expansion purposes. In accordance with Los Angeles County Metropolitan Transportation Authority’s Guidelines (Metro), Norwalk Transit System (NTS) will receive revenue in the amount of $1,475,001 for Fiscal Year 2025/26 which will support the operation and maintenance of its Fixed Route service as well as information programs (i.e. Rider’s Guide).
In order to secure the funding, execution of a Memorandum of Understanding with Metro and the submission of an annual claim form are required for allocating the Measure R 20% Bus Operation funds.
Fiscal Impact:
Measure R 20% Bus Operation revenues in the amount of $1,475,001 are included in the proposed FY 2025/26 Transportation Department budget.

Recommended Action:
Staff recommends City Council approve the Memorandum of Understanding with Los Angeles County Metropolitan Transportation Authority for the use of Measure R 20% Bus Operation Funds from July 1, 2025 through June 30, 2035, in the amount of $1,475,001 for Fiscal Year 2025/26; and authorize the City Manager to execute the MOU on behalf of City, in a form approved by the City Attorney.
