City Council Agenda Report
June 3, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer SUBJECT: RESOLUTION NO. 25-19 - APPROVING A STANDARD AGREEMENT FOR
REIMBURSEMENT OF SERVICES
Background:
The California High-Speed Rail Authority (“Authority”) is responsible for the planning, design, construction, and operation of the first high-speed rail system in the nation (“Project”). The California high-speed rail will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs, and preserve agricultural and protected lands. When completed, trains will run from San Francisco to the Los Angeles basin in under three hours at speeds capable of over 200 miles per hour. The high-speed rail system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.
Additionally, the Authority is working with regional partners to implement a statewide rail modernization plan that will invest billions of dollars in local and regional rail lines to meet the state’s 21st century transportation needs.
The Authority may enter into agreements with private and public entities for design, construction, and operation of high-speed rail trains, including all tasks and segments thereof pursuant to California Public Utilities Code section 185036. Additional authorization for the Authority to enter into this Agreement (“Agreement”) includes, but is not limited to, California Public Utilities Code sections 185500 et seq.
This Agreement would be between the Authority, an agency of the State of California, and the City of Norwalk (Contractor). To facilitate construction of the high-speed rail system, specifically the eventual design and possible relocation of certain facilities that conflict with the System, the Authority requires the City to perform the work as described in Exhibit A (pages 1 to 3), of the Standard Agreement (attached).
