City Council Agenda Report
June 3, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Janet Welde, Special Projects Coordinator
SUBJECT: AGREEMENT - CONSULTING SERVICES FOR FEDERAL TRANSIT

ADMINISTRATION REGULATORY TRIENNIAL PASSENGER MILES

TRAVELED STUDY
Background:

Norwalk Transit System (NTS) is required to report annual fixed-route service data regarding unlinked passenger trips (UPT) and passenger miles traveled (PMT) to the Federal Transit Administration’s (FTA) National Transit Database (NTD). This data reporting is required in order for transit agencies to be eligible for FTA Urbanized Area Formula Grant Program funds.

NTS released a Request for Quotation (RFQ) for consulting services to conduct a UPT/PMT study for all of NTS’ fixed routes. The study requires the performance of data sampling to develop statistically valid estimates of passenger miles traveled and unlinked passenger miles on NTS’s Fixed Route System whereby approximately 560 random trips must be surveyed covering a duration of 12 months. NTS received the following two bids:

Bidder Bid Price
Precision Material Management, LLC $53,100
Zilo International Group, LLC $65,000
NTS Staff reviewed the bids and determined that Precision Material Management, LLC provided the lowest and most responsive/responsible bid.
