RESOLUTION NO. 25-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25
ADOPTED BUDGET TO APPROPRIATE AVAILABLE WATER
ENTERPRISE FUNDING FOR ANNUAL WATER LOSS REPORTING
WHEREAS, the California Department of Water Resources (DWR) requires urban retail water suppliers to submit an Annual Water Loss Report to distribute water; and WHEREAS, the Annual Water Loss Report provides a systematic approach to auditing and managing water loss in the water distribution system, and helps increase water supplies and recover revenues by identifying the scale and cost of these losses; and
WHEREAS, in order for the City to continue to comply with DWR regulatory requirements, an audit review of the City’s current and previous Annual Water Loss Reports is necessary; and
WHEREAS, the approved Fiscal Year (FY) 2024/25 Approved Budget does not include funding for additional Annual Water Loss Reporting audit reviews and resubmittals; and
WHEREAS, Resolution No. 24-51 was adopted October 1, 2024 amending the FY 2024/25 budget in the amount of $21,735 due to new and more complex reporting requirements from DWR, and to review and correct data errors; and WHEREAS, further review of City data revealed that additional effort is needed to complete data revisions and report re-submissions resulting in a need for additional funding; and
WHEREAS, additional costs for audit reviews of Annual Water Loss Reporting are estimated in an amount not-to-exceed $23,768; and
WHEREAS, Water Enterprise funds are utilized as the funding source for regulatory compliance reporting; and
WHEREAS, City Council desires to amend the approved FY 2024/25 Budget to allocate an additional $23,768 of Water Enterprise Funding towards Annual Water Loss Reporting.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1.The City Manager is authorized to make the following appropriation and prepare the necessary budget amendment for the following account:

Section 2. The Mayor, or presiding officer, is hereby authorized to affix his signature to this Resolution signifying its adoption by the City Council of the City of Norwalk and the City Clerk, or her duly appointed deputy, is directed to attest thereto.
