City Council Agenda Report
June 17, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Gabriela Regalado, Director of Social Services
SUBJECT: AGREEMENTS – HEALTH ON WHEELS PROGRAM
Background:

Since 1996, the City of Norwalk has collaborated with the Norwalk-La Mirada Unified School District (NLMUSD), and California State University Long Beach (CSULB) to provide mobile medical services for school aged children called the Health on Wheels (HOW) Program.

As the program offers significant benefits to the children it serves, the HOW Program and Bailment agreements are being proposed for a term of three years beginning July 1, 2025 through June 30, 2026 with two automatic renewal terms of one year each thereafter, or until earlier terminated as provided in Section XII. The HOW vehicle will be located at the Norwalk City Yard at 13629 San Antonio Drive for overnight storage, which necessitates the Bailment agreement. The City will continue to provide the driver and maintenance of the HOW vehicle.
