City Council Agenda Report
June 17, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Jacqueline Koontz, P.E., Senior Civil Engineer
Michael Jea, P.E., Assistant Engineer
SUBJECT: CONFIRM EMERGENCY WORK AT 14767 CARMENITA ROAD, 11948 166TH STREET, AND 11911 167TH STREET
Background:

From July 2024 through January 2025, Public Services contacted Stephen Doreck Equipment Rentals, Inc. to investigate and repair water leaks at several locations throughout the City. The work was completed in a timely manner; however, due to disputes regarding outstanding invoices, they could not be processed at the time. The issues have since been resolved.

At 14767 Carmenita Road, a six-inch fire hydrant lateral was damaged, resulting in a water leak.

The surrounding area was excavated, and a new tee, pipe couplings, pipe, and fire hydrant was installed. The area was then restored.

At 11948 166th Street, a service leak was reported and investigated. The area was excavated to locate the leak, which required replacement of a water service line. Due to the high concentration of existing utilities at this location, the repair process was lengthy. The service line later failed again and was subsequently reinstalled.

At 11911 167th Street, a service leak was investigated. The area was excavated, the leak was repaired, and the site was restored.

Norwalk Municipal Code §3.20.140 provides procedures for emergency work for recommendation and approval for each service requested.
