SUBJECT: AGREEMENT – CROSS CONNECTION CONTROL PLAN AND HAZARD
ASSESSMENTS
Background:
On July 1, 2024, the State Water Resources Control Board (SWRCB) adopted the Cross- Connection Control Policy Handbook (CCCPH). Under the CCCPH, all Community Public Water Systems are required to develop and implement a Cross Connection Control Plan (CCCP) by July 1, 2025. The purpose of the CCCPH is to protect the public potable water system by containing pollution or contamination that may result from backflow through cross connections.
Additionally, as required by the CCCPH, systems must conduct hazard assessments of all service connections to determine the appropriate level of backflow protection based on risk.
These assessments help ensure proper backflow prevention methods are applied throughout the Norwalk Municipal Water System.
The selected consulting firm was chosen through a qualifications-based selection (QBS) process. QBS is a procedure whereby a firm is retained based on qualifications and responses; price is not the primary factor but is considered.
In April 2025, Public Services staff solicited Request for Proposals (RFP) No. 25-814 for professional services for developing a CCCP and performing hazard assessments. Three proposals were reviewed and ranked with the following results:

Rank Company Name Fee*
1 SoCal Water Pro LLC $325,712
2 HydroCorp $315,075
3 G&G Environmental Compliance, Inc. $224,200/$381,900
*Task 4 – Additional Services costs were not included.
The scope of work includes the following:
•Task I: Review the City’s current backflow program, water distribution system, existing standards, and customer service connections
•Task II: Prepare the City’s Cross Connection Control Plan (CCCP) •Task III: Provide guidance on the hazard assessments, assist with account selection, and conduct hazard assessments
•Task IV: Perform additional services related to the CCCP or hazard assessments, as requested by the City Engineer
All three firms submitted proposals with similar technical approaches. However, the key differentiation was SoCal Water Pro’s comprehensive understanding of the scope of work and the needs of the City. SoCal Water Pro’s local presence and extensive experience with California regulatory compliance requirements will also benefit the City.
Fiscal Impact:
Due to existing budget constraints, it is recommended that Tasks I and Task II be completed in Fiscal Year (FY) 2025/26, and Tasks III and Task IV be completed over a three-year agreement term. Water Enterprise funding was included in the proposed FY 2025/26 Budget in the amount of $25,000. Water Enterprise Funding will be utilized and budgeted during future fiscal year’s annual budgeting process for Cross Connection Control Plan and Hazard Assessments development.
