City Council Agenda Report
June 17, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Rita Ruiz, Interim Director of Public Safety
SUBJECT: CAMERA TRAILER REPLACEMENT
Background:
In recent years, public safety concerns at large gatherings and high-traffic areas have increased due to rising risks of crime, emergencies, and the need for effective crowd and traffic management. Ensuring pedestrian and personnel safety at public events, street closures, and parades remains a top priority for the city. Therefore, Public Safety acquired three camera trailers to address these concerns. Public Safety currently has one operating camera trailer with limited camera features, and the second camera trailer is non-operational. Replacing the camera trailers with the advanced Sentry Pro 3 Camera Trailers is a cost-effective investment that reflects both technological progress and growing public safety demands.
To enhance real-time situational awareness and to improve public safety response, staff recommends the acquisition of Backstreet Surveillance Sentry Pro 3 Camera Trailers. The upgraded solar-powered units provide enhanced surveillance capabilities, rapid deployment, and real-time monitoring, meeting the city’s need for flexible, visible, and reliable security at public events. This purchase supports the City’s strategic priorities of safety, innovation, and operational efficiency while qualifying as a sole source due to its proprietary features.
Backstreet Surveillance is the exclusive provider and manufacturer of the Sentry Pro 3 Camera Trailer system. Due to its specialized design, proprietary software integration, and unique mobility features, this procurement qualifies as a sole source purchase. Acquiring these units is a forward-thinking investment that aligns with the City’s strategic goals to enhance community safety, support public engagement, and foster a secure environment for residents, businesses, and visitors.
