Background:
On February 7, 2025, the City advertised a Request for Proposal for construction management and inspection services for the Local Streets Rehabilitation Project No. 7935. The project area is located within City Pavement Management Zones 2, 9, and 29. The work scope involves improvements to asphalt concrete pavement, cross gutters, curb and gutters, Americans with Disabilities Act curb ramps, signing, striping, loop detector replacements, and traffic control.
On March 10, 2025, a total of 12 proposals were received and after review, staff selected Willdan Engineering to provide the above services.
Amendment No. 1 to the agreement with Willdan Engineering is needed to provide labor compliance and geotechnical material special testing services throughout the duration of the construction phase of the project. The scope for labor compliance services includes certified payroll review and employee interviews. The scope for material testing includes field monitoring, testing, and inspection of the street pavement work, laboratory tests on base and asphalt materials, and preparation and submittal of daily inspection reports. These additional services are required to ensure wages comply with prevailing wage rates and materials comply with the project specifications.
