City Council Agenda Report
July 15, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Damian Rosales, Public Services Superintendent
Gabriela Garcia, Senior Management Analyst
SUBJECT: CONFIRM EMERGENCY WORK AT SPROUL BARN, SARA MENDEZ PARK

AND CITY HALL
Background:

Public Services contacted Tri-West Mechanical Inc. (Tri-West), City’s contractor for preventative maintenance and repair services for heating, ventilation and air conditioning (HVAC) units citywide, to inspect and evaluate for emergency repairs of the HVAC units located at the Sproul Barn and Sara Mendez Park; and for the chiller serving the City Hall Council Chambers.

Due to the frequent use of these facilities for reservations, community programming and meetings, staff approved for Tri-West to perform repairs. Repairs included removal of the existing heat pump, condenser and an existing valve on the existing air handler; and a new York model heat pump condenser; and a new compressor, contactor, and drier at the Sproul Barn and Sara Mendez Park, respectively. Tri-West also installed a new a flow switch for the chiller.

Invoice No. 12767 dated June 7, 2025 in the amount of $7,590, invoice No. 12753 dated May 30, 2025 in the amount of $16,800 and invoice No. 12797 in the amount of $1,590 were recently received. Total costs requested are $25,980. The purchasing policy provides procedures for emergency work and purchases.

Fiscal Impact:

Invoice No. 12767, No. 12753 and 12797 were paid for by the Capital Improvement HVAC Replacement Project, funded through the Building Renovation Fund.
