City of Norwalk June 17 th, 2025
Attn: Run Chen, Principal Civil Engineer
12700 Norwalk Boulevard, Norwalk, CA 90650
Subject: cARMeNItA ROAD ReHAbILItAtION FROM eXceLSIOR DRIVe tO ROSecRANS AVeNue, PROject NO. 7184 Thank you for the opportunity to submit our proposal for the Carmenita Road Rehabilitation Project . This project entails the pavement rehabilitation, ADA curb ramps, sidewalk improvements, utility coordination, and geotechnical investigations along Carmenita Road from Excelsior Drive to Rosecrans Avenue. We took this RFP seriously from the outset, and our approach reflects that. Rather than simply responding to the scope, we took a step back to think about what success would really look like for the City of Norwalk, and how we could help get there.

That meant starting with a understanding of the schedule, the submittal structure, and the funding constraints.

We reached out with questions, explored ways to streamline tasks, and proposed ideas to give the City more breathing room without compromising on quality. We weren’t just trying to check boxes and submit; we were trying to make sure that if we took this project on, we would be able to exceed your expectations. That is what we always aim to do at Onward Engineering .

But before we get into the team, it’s important to mention that roadway design isn’t just one of the services we provide, it is our bread and butter (over 90% of our work). We have managed the design of hundreds of miles of roadway rehabilitation projects across Southern California. In La Mirada, we’ve delivered over 26 miles of improvements through multiple phases of their Residential Street Rehabilitation Program. In the City of Diamond Bar, our work spans over 65 miles of roadway across seven consecutive years. In the City of Placentia, we’ve covered nearly 45% of the City’s roadway network. We’ve also completed street design projects in Montebello (five major street segments), Eastvale ( 3.9 million square feet of slurry seal), Downey (Areas 1, 2, and 4 totaling about 30 miles), Glendale ( 10 miles), Torrance ( 6 miles), La Habra, ( 15 miles across two phases), Alhambra, Stanton, Anaheim, Hesperia and San Bernardino ( 4 miles each), and have also contributed to major ADA improvement efforts, including 1,000 ADA ramps for the City of Long Beach and 292 ramps for the City of Rancho Cucamonga. We’ve also recently wrapped up major arterial design projects in Fountain Valley and Lynwood. Not to mention our design work for the City of Norwalk itself, as well as extensive construction management and inspection support on multiple City projects.

Our Project Manager, Chino Consunji , is someone the City of Norwalk already knows. He’s previously served as Construction Manager for Norwalk on multiple projects, and he understands your expectations inside and out. That background gives him a unique appreciation for how design decisions on paper play out in the field. As a former City Engineer and Public Works Director, he’s also attuned to the funding realities and schedule pressures that public agencies navigate every day. Supporting him is Joe Dyer , who leads our quality control efforts. Joe’s experience spans over four decades, and his thoughtful, methodical review process ensures a tight, constructible PS&E set. Ryan Dennis , our Lead Engineer, brings over 17 years of focused design experience and is highly skilled in AutoCAD Civil 3D. His ability to develop precise, well-organized construction documents within tight timelines is a key reason our projects stay on schedule and move smoothly through review. The team proposed for this work is not overcommitted elsewhere, and that was intentional. We understand that delivering on a compressed schedule requires availability, responsiveness, and clear communication, so you will get that in spades with our proposed team.

To help keep things on track, we’ll be using ClickUp to manage task assignments, schedules, and status updates.

This tool allows us to give your team direct visibility into progress, deadlines, and any open items. It also helps us keep internal reviews tight and transparent. More importantly, our communication style is straightforward, responsive, and collaborative.

We appreciate the trust the City places in its consultants, and we don’t take that lightly. If selected, we’ll bring the same level of thoughtfulness, reliability, and follow-through that you’ve seen from us before. If you have any questions, or would like any additional information, please feel free to contact me any time at (714) 533-3050, or by email at: [email protected]. Thank you again for the opportunity to be considered. We’re ready to get to work.

Thank you,

Chino was the Project Manager for the Arterial Street Improvement Project in the City of Fountain Valley.

This project focused on the rehabilitation of critical arterial roadways, enhancing safety and mobility for both residents and visitors. The project included Ellis Avenue from Brookhurst Street to Ward Street, approximately 2,600 linear feet; Ward Street from Apache River Avenue to Ellis Avenue, approximately 1,140 linear feet; Newhope Street from Edinger Avenue to Heil Avenue, approximately 2,600 linear feet; and Slater Avenue from Brookhurst Street to Ward Street, approximately 2,600 linear feet. In total, the project covered approximately 8,940 linear feet of roadway improvements. The scope of work featured a combination of a 3-inch grind with ARHM overlay, including a leveling course, Type II slurry, and extensive concrete improvements. These enhancements included sidewalk upgrades, ADA-compliant ramps, driveway reconstructions, and curb and gutter improvements, all designed to ensure long-lasting durability and significantly improved driving conditions on these vital thoroughfares. resideNTial sTreeTs paVeMeNT rehabiliTaTioN proJecTs-areas 1, 2, & 4, doWNey Chino was the Project Manager for the City of Downey on the Residential Streets Pavement Rehabilitation Project for Areas 1, 2, and 4. The main objective was to improve the PCI of the area residential street segments in order to extend the street service life, improve safety, minimize costs and maintenance needs, and enhance aesthetics.

In order to accurately develop a scope of work and fees for the design services, OE conducted a detailed field evaluation, a thorough review of the City’s Pavement Management Plan, and approximated the costs for the construction activities to develop a final list of residential street segments. OE was then able to determine the quantity of streets that could be incorporated into the engineering design, which rehabilitation method to use and which method could be feasibly rehabilitated while adhering to the City’s available budget, along with providing recommendations and estimates. Upon approval by the City, the team then began to prepare separate PS&E packages for areas 1, 2 and 4. The work across the three zones covered nearly 29 miles of residential streets. On a number of segments OE used straight grade between tie-in points at adjacent segments to maximized drainage slopes. A total of 164 Curb Ramps were reconstructed to meet ADA compliance along with 85 total driveways, in addition to street widening and single-sided street parking construction. Collaboration with Caltrans, LA County Flood Control District and Union Pacific Rail Road was also performed in order to acquire permit acquisitions on the segments. The work was completed on time and within budget.
