City Council Agenda Report
September 16, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Allan Perdomo, Director of Recreation and Park Services Sonia Batres, Recreation & Park Services Superintendent SUBJECT: AGREEMENT - SECURITY SERVICES AND PAYMENT OF OUTSTANDING

BALANCE
Background:

Hamilton Security Services currently provides security services for facility reservations at the Norwalk Arts and Sports Complex (NASC). In August 2025, the Recreation and Park Services Department (RPSD) discovered that the vendor had 22 outstanding monthly invoices dating from September 2023 through June 2025, totaling $127,365. Internal process oversights within the Recreation Department, combined with invoicing delays from the vendor, caused the delay in payment.

Effective immediately, RPSD has implemented the following corrective measures:
A new internal process will log all vendor invoices upon receipt and monitor them until final payment. This system, which will be overseen by the RPSD Admin Office, includes a monthly auditing process to ensure timely payments.
An RFP (Request for Proposals) will be published this month for city-wide security services for the NASC and other facilities, with services set to begin in January 2026. This contract is necessary for staff augmentation to enhance safety measures on city-owned properties. These services will support both the RPSD and the Public Safety Department.

To address this, RPSD is requesting to submit a full payment of $127,365 to Hamilton Security Services for past services rendered. Additionally, RPSD seeks to open an agreement for $124,000 to continue utilizing security services from Hamilton Security Services from July 1, 2025, through December 31, 2025. Simultaneously, staff will also submit a request for proposals for City-wide security services, beginning in September 2025.
