SUBJECT: AMENDMENT NO. 2 TO AGREEMENT FOR ON-CALL COMMUNITY

DEVELOPMENT CONSULTANT AND ADDITIONAL SERVICES
Background:

On November 7, 2023, City Council approved an agreement with Scott Fazekas & Associates, Inc. (SFA) as part of the on-call Community Development Consultant Services firms awarded an agreement for a not-to-exceed amount of $150,000 annually for a three-year term. SFA provides plan check and other building services (Services) for the Building and Safety Division. There is a need to increase the annual compensation due to the anticipated increase in development activity related to new multifamily residential, commercial, and park projects planned in the current contract term. Amendment No. 1 was approved administratively in the amount of $39,400 and increased the compensation for SFA's services to a total maximum compensation of $189,400.

The Services from SFA are estimated to be an additional $60,600 from the current compensation of the agreement currently set at a maximum annual compensation at $189,400. The plan check services from SFA is provided at the rate of 65% of the City’s fee schedule or hourly costs related to the project. Because of the high volume of building related activity expected an amendment to the agreement is proposed not-to-exceed $250,000 annually.

Fiscal Impact:

Funds for these services are included in Fiscal Year 2025/26 Adopted Budget.

SUBJECT: CONFIRM EMERGENCY WORK FOR CITY HALL SEWER LIFT STATION Background:

From July to August 2025, Public Services contracted JIMNI Systems, Inc. (JIMNI) to investigate and repair the sewer system lift station at City Hall. The existing pumps, fittings, and discharge piping were worn and in poor condition, necessitating urgent repairs to prevent failure and avoid service interruptions for staff and the public. The work was completed promptly, with no service disruptions experienced at City Hall.

JIMNI technicians pumped out sewage from the lift station, entered the wet well following confined space procedures, and cleaned, removed, and replaced all outdated equipment, including the installation of two new sewer pumps.

Norwalk Municipal Code §3.20.140 provides procedures for emergency work for recommendation and approval for each service requested.

City Council Agenda Report
October 7, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Derek Donnell, Manager of Transit Operations
Miguel Garcia, Fleet Maintenance Manager
SUBJECT: RESOLUTION NO. 25-45 - BUDGET AMENDMENT FOR MICROTRANSIT/ON-

DEMAND PILOT TRANSIT SERVICES
Background:

The Norwalk Transit System (NTS) currently operates six Fixed Routes serving the City of Norwalk and surrounding communities of Artesia, Bellflower, Cerritos, El Monte, La Mirada, La Habra, Santa Fe Springs, South El Monte, Whittier and portions of unincorporated Los Angeles County (See Exhibit I Route 1, 2, 3, 4, 5 & 7).

Fixed-Route Service Productivity:

In Fiscal Year 2024/25, NTS Fixed-Route system transported approximately 1.3 million passengers. The highest performing most productive service includes the following Fixed- Routes:
 Route 1 operates north and southbound with a southbound terminus in the City of Bellflower and northbound terminus at Rio Hondo College; and  Route 2 operates circulator service between the Los Cerritos Mall and C Line Ligh Rail Station in the City of Norwalk; and
 Route 4 operates eastbound and westbound between the City of La Habra and C Line Light Rail Station via Imperial Hwy.; and
 Route 7 operates north and southbound with a southbound terminus at the C Line Light Rail Station and northbound terminus at the El Monte Bus Station.

City Council October 7, 2025
Microtransit/On-Demand – Pilot Transit Services Page No. 2 1 5
5 3
These four Fixed-Routes had an average daily ridership of 15 passengers per hour at an average cost of $12.00 per passenger hour.

The lowest performing service that operated on a subpar productivity basis include the following Fixed-Routes:
 Route 3 operates as a local circulator with a southern terminus at 166 Street & Norwalk Blvd and northern terminus at the Santa Fe Springs Gateway Plaza; and  Route 5 operates eastbound and westbound between the City of La Mirada and C Line Light Rail Station via Rosecrans Blvd.

These two Fixed-Routes had an average daily ridership of 8.9 passengers per hour at an average cost of approximately $19.81 per passenger per hour.

Route 3 and Route 5 present several key productivity challenges as it relates to operating on corridors that are located in low density areas with pockets of high-density housing. Also, these routes provide limited access to major transit hubs with a few exceptions and have high headways of 45-60 minutes with no weekend service.

To address the challenges associated with Routes 3 and 5 while preserving fixed-route service in low-income and disadvantaged neighborhoods NTS proposes a one-year pilot of a Microtransit/On-Demand service along the corridors currently served by these routes.

NTS will collaborate and contract with Nomad Transit, LLC, a wholly owned subsidiary of Via Transportation, Inc. (“Via”) for the initiation of a Microtransit/On-Demand Pilot project with a 12- month duration following a launch date in January 2026. Via’s experience includes providing Microtransit/On-Demand services to LA Metro, Los Angeles Department of Transportation and Torrance Transit.

Microtransit/On-Demand Service Parameters:

Microtransit/On-Demand services allow patrons to schedule trips via a mobile app or landline.

Within a designated geographic zone, riders can request the following types of trips:

1. Door-to-door service;

2. Door-to-transfer service, connecting to a fixed-route public transit system, including NTS;

3. Door-to-terminus service, with drop-off at either the Norwalk/Santa Fe Springs Metrolink Station or the I-105/I-605 Norwalk C Line Light Rail Station This model relies on dynamic routing that leverages a mobile app to provide efficient transportation that adapts to passenger needs and solves first-mile, last-mile requirements.

Although fixed-route services remain a vital option particularly in moderately dense areas with centralized destinations, the introduction of Microtransit/On-Demand services through a contract with Via offers significant benefits that can enhance overall system productivity. These benefits include greater flexibility, shorter wait times, and more inclusive service options. While rideshare City Council October 7, 2025

partnerships such as Uber and Lyft offer a high level of user convenience, they can be cost- prohibitive and may present accessibility challenges for individuals with disabilities if proper accommodations are not in place.

Via will provide access to an app platform service through which patrons will be able to book and pay for rides on a shared and on-demand basis using dedicated vehicles. Via will provide access to booking trips by means of a dedicated phone line for patrons who do not have access to a smartphone.

Geographic Coverage Zone:

NTS has identified corridors to better connect residents and transit users to various destinations within a geographic zone by means of Microtransit/On-Demand service. The geographic zone replicates corridors currently served by NTS Route 3 and NTS Route 5 Fixed-Route service.

Approximately 13.4 square miles coverage zone.

Service Days/Hours:

Monday through Friday 6:00am to 7:00pm

City Council October 7, 2025
Microtransit/On-Demand – Pilot Transit Services Page No. 4 1 5

Fare Policy:

The Microtransit/On-Demand fare policy will be the same as NTS Fixed-Route service adult base fare of $1.25 for duration of the Pilot Program. NTS shall collect and retain all revenue from Microtransit/On-Demand fares, net of service fees, starting upon launch of the Pilot.

Driver Workforce & Supply Management:

Via drivers (Driver Partners) will provide transportation services to patrons through the app Platform. Via will engage in a good faith effort to register Norwalk, CA residents as Driver Partners.

Via will ensure that Driver Partners have appropriate licenses, permits, and insurance required for the type of vehicles being operated. As part of Driver Partner registration for access to the Platform, all Driver Partners will be introduced to Via regarding the following areas:
 Familiarization with the Pilot service area;
 Hours of service; Customer’s expectations;
 Use of the Driver App; and
 Reporting incidents and delays in service.

Via will be responsible for ensuring that there is adequate driver supply for the geographic service zone within designated hours to meet demand with optimal quality of service.

Vehicle Fleet:

Via will provide a fleet of up to 15 branded, licensed, and insured vehicles, including 5 Wheelchair Accessible Vehicles (WAVs), available for passenger use. If the branded fleet is insufficient to meet service demand for any reason, Via has the flexibility to:
 Supplement the fleet with a temporary mix of other makes and models, and/or  Deploy Driver Partners using their personal vehicles for short-term periods as needed to increase vehicle availability. These vehicles may be unbranded but will be identified with magnetic signage.

Via will also ensure that all necessary registrations and licensing are completed to operate the service in compliance with applicable regulations.

Promotion & Marketing:

NTS shall provide Via with a detailed marketing plan for the portions of marketing that the Customer is leading at least 4 weeks before the launch of the service. Via and NTS will work collaboratively to refine the plan as needed. For clarity, Via may also choose to implement similar marketing initiatives on behalf of NTS at its own expense. In such cases, Via will coordinate with NTS in advance to ensure alignment and consistency.

Fiscal Impact:

The table below outlines the payment structure, in which NTS would be charged an upfront fee and ongoing monthly fees based on vehicle hours. All regulatory fees related to the service will be charged as a pass-through cost. The total contract value shall not exceed $2,440,370 for the 12-month contract term.

SUBJECT: PROJECT NO. 7859 – RESOLUTION NO. 25-46 – AMENDING THE FISCAL YEAR 2025/26 ADOPTED BUDGET TO APPROPRIATE PROJECT FUNDS

AND AWARD OF CONTRACT FOR CONSTRUCTION MANAGEMENT

SERVICES FOR THE NORWALK TRANSIT VILLAGE
Background:

In December 2024, an Agreement of Purchase and Sale and Initial Escrow Instruction was entered into by the City and State of California (“State”) through its Department of General Services for the former California Youth Authority. The site is comprised of approximately 32 acres together with improvements of approximately 35-40 structures and ancillary improvements located at 13200 Bloomfield Avenue (“Property”). Escrow closed on July 28, 2025, for the surplus Property pursuant to the provisions of California Assembly Bill No. 518, Chapter 43, Statutes of 2020 (“Special Legislation”). The project will create a Transit Oriented Development within the City’s Economic Development Node No. 6.

The City also entered into a Disposition and Development Agreement with Lewis Land Developers, LLC (“Lewis”), in December 2024. The City worked with Lewis to obtain State approval of the Special Legislation, and to meet and negotiate with the State for the City’s purchase of the Property, conducted extensive site investigations of the Property to determine its feasibility for development and the extent of all environmental remediation work required for development, undertook comprehensive stakeholder and community outreach and visionary programs to solicit ideas for future development of the Property, designed a Transit Oriented Development project consistent with the results of the outreach efforts that meets mobility and greenhouse gas reduction goals and affordable housing goals of the City, and helped prepare and process for approvals by the City Planning Commission and City Council all of the entitlements for the project (Norwalk Transit Village Specific Plan). The City is working closely with the Lewis team to facilitate next steps for the Property.

On July 14, 2025, the City issued a Request for Proposals (RFP) No. 26-827, for Construction Management Services. The construction manager will assist the City during the abatement demolition and remediation operations of the Property. Eighteen firms attended the mandatory pre-bid meeting on July 24, 2025. On August 21, 2025, the City received eight proposals. The following is a list of the firms:

1. APSI Construction Management

2. Cumming Management Group

3. Griffin Structures

4. MARRS Services, Inc.

5. Psomas

6. Southstar Engineering and Consulting, Inc.

7. Transtech Engineers

8. Willdan Engineering
The evaluation committee was comprised of the Community Development Department’s Building and Safety Division and Public Services Department’s Engineering Division staff that reviewed and evaluated the proposals based on understating of the Project requirements, proposed scope of work, experience of the firm and personnel, past performance and costs. The four highest rated proposals were interviewed. After the interviews were conducted the firms ranked as follows:

1. Cumming Management Group

2. Griffin Structures

3. Willdan Engineering

4. MARRS Services, Inc.

The Cumming Management Group (CMG) ranked number one based upon the firm’s experience on working with public clients and serving as the owner’s representatives helping manage projects from conception to occupancy. They have managed several similar developer/public agency projects that include market-rate and affordable housing, community benefit space, parks/open space, and commercial/office space. CMG has completed similar services for the County of Los Angeles (County), including the Helen Keller Community Center project completed in 2015, Rancho Los Amigos South Campus Remediation completed in 2023, and Demolition of Stoneview Nature Center project completed in 2017. They also led a team of evaluators to analyze the CYA Property at the time of the contract in 2015; the site was owned by the State and had been determined to be excess property and was available for purchase and/or ground lease for development.

The proposed cost for the construction management services requested is $398,690. The firm’s team includes a Civil Engineer with expertise in construction management, project management, and public agency capital project management and an Architect with 25 years of experience, and a strong background in leading, managing, and coordinating a wide range of projects and programs. They have not proposed any subconsultants for this contract. Additional costs related to the site maintenance and security are included in the budget request for the project.
