SUBJECT: PROJECT NO. 7859 – RESOLUTION NO. 25-46 – AMENDING THE FISCAL YEAR 2025/26 ADOPTED BUDGET TO APPROPRIATE PROJECT FUNDS
AND AWARD OF CONTRACT FOR CONSTRUCTION MANAGEMENT
SERVICES FOR THE NORWALK TRANSIT VILLAGE
Background:
In December 2024, an Agreement of Purchase and Sale and Initial Escrow Instruction was entered into by the City and State of California (“State”) through its Department of General Services for the former California Youth Authority. The site is comprised of approximately 32 acres together with improvements of approximately 35-40 structures and ancillary improvements located at 13200 Bloomfield Avenue (“Property”). Escrow closed on July 28, 2025, for the surplus Property pursuant to the provisions of California Assembly Bill No. 518, Chapter 43, Statutes of 2020 (“Special Legislation”). The project will create a Transit Oriented Development within the City’s Economic Development Node No. 6.
The City also entered into a Disposition and Development Agreement with Lewis Land Developers, LLC (“Lewis”), in December 2024. The City worked with Lewis to obtain State approval of the Special Legislation, and to meet and negotiate with the State for the City’s purchase of the Property, conducted extensive site investigations of the Property to determine its feasibility for development and the extent of all environmental remediation work required for development, undertook comprehensive stakeholder and community outreach and visionary programs to solicit ideas for future development of the Property, designed a Transit Oriented Development project consistent with the results of the outreach efforts that meets mobility and greenhouse gas reduction goals and affordable housing goals of the City, and helped prepare and process for approvals by the City Planning Commission and City Council all of the entitlements for the project (Norwalk Transit Village Specific Plan). The City is working closely with the Lewis team to facilitate next steps for the Property.

On July 14, 2025, the City issued a Request for Proposals (RFP) No. 26-827, for Construction Management Services. The construction manager will assist the City during the abatement demolition and remediation operations of the Property. Eighteen firms attended the mandatory pre-bid meeting on July 24, 2025. On August 21, 2025, the City received eight proposals. The following is a list of the firms:
1. APSI Construction Management
2. Cumming Management Group
3. Griffin Structures
4. MARRS Services, Inc.
5. Psomas
6. Southstar Engineering and Consulting, Inc.
7. Transtech Engineers
8. Willdan Engineering
The evaluation committee was comprised of the Community Development Department’s Building and Safety Division and Public Services Department’s Engineering Division staff that reviewed and evaluated the proposals based on understating of the Project requirements, proposed scope of work, experience of the firm and personnel, past performance and costs. The four highest rated proposals were interviewed. After the interviews were conducted the firms ranked as follows:
1. Cumming Management Group
2. Griffin Structures
3. Willdan Engineering
4. MARRS Services, Inc.
The Cumming Management Group (CMG) ranked number one based upon the firm’s experience on working with public clients and serving as the owner’s representatives helping manage projects from conception to occupancy. They have managed several similar developer/public agency projects that include market-rate and affordable housing, community benefit space, parks/open space, and commercial/office space. CMG has completed similar services for the County of Los Angeles (County), including the Helen Keller Community Center project completed in 2015, Rancho Los Amigos South Campus Remediation completed in 2023, and Demolition of Stoneview Nature Center project completed in 2017. They also led a team of evaluators to analyze the CYA Property at the time of the contract in 2015; the site was owned by the State and had been determined to be excess property and was available for purchase and/or ground lease for development.
The proposed cost for the construction management services requested is $398,690. The firm’s team includes a Civil Engineer with expertise in construction management, project management, and public agency capital project management and an Architect with 25 years of experience, and a strong background in leading, managing, and coordinating a wide range of projects and programs. They have not proposed any subconsultants for this contract. Additional costs related to the site maintenance and security are included in the budget request for the project.
