SUBJECT: AGREEMENT FOR BODY REPAIR AND PAINTING SERVICES FOR TRANSIT
BUSES AND HEAVY-DUTY VEHICLES AND EQUIPMENT
Background:
The Norwalk Transit System (NTS) issued an Invitation for Bid for body repair and painting services for transit buses, city-wide heavy-duty vehicles and equipment. NTS received the following three bids via the City’s Planetbids portal: (1) ABC Bus, Inc. (ABC), (2) TEC Equipment (TEC), and (3) Advance Truck Painting, Inc. (Advance).
Staff determined ABC is the most responsive and responsible bidder, in keeping with meeting all bid submittal and Federal Transit Administration (FTA) requirements. Advance’s bid was invalidated due to not adhering to the bid submittal instructions. TEC’s bid did not have a Drug & Alcohol Policy that meets the FTA requirements.
This agreement will be effective January 1, 2026 through June 30, 2029; with an option to extend beyond the initial term for two additional one year periods from July 1 through June 30 of each year thereafter.
Fiscal Impact:
Funding for these services to cover the period from January 1, 2026 through June 30, 2026 in the amount of $25,000 is included in the Fiscal Year 2025/26 Transportation Department adopted budget. There is no impact to the General Fund.
