Heart of Norwalk Specific Plan City of Norwalk
Errata To Program Environmental Impact Report November 2025 1 HEART OF NORWALK SPECIFIC PLAN

ERRATA TO THE PROGRAM

ENVIRONMENTAL IMPACT REPORT

1. INTRODUCTION
The City of Norwalk (City) prepared a Program Environmental Impact Report (PEIR) for the proposed Heart of Norwalk Specific Plan (Proposed Plan). The PEIR was prepared in accordance with CEQA (Public Resources Code §21 000 et seq.) and the State CEQA Guidelines (Title 14, California Code of Regulations, §15000 et seq.).

The City prepared and circulated the Draft PEIR for a period of 45 days, beginning June 23, 2025, and ending on August 7, 2025. The PEIR evaluates the impacts associated with the Proposed Plan. The Final PEIR was posted with the State Clearinghouse and made available to the public on October 31, 2025. During the Final PEIR review period, minor corrections to the analysis for Hazards and Hazardous Materials and Noise section of the PEIR were made. Accordingly, this Errata identifi es and document s all necessary revisions to the PEIR to make minor changes to the analysis provided in the Hazards and Hazardous Materials section and the Noise section regarding proximity to airports . This Errata has been prepared by the City to fulfill its responsibility as the lead agency pursuant to the California Environmental Quality Act (CEQA).

2. STATUTORY BACKGROUND (CEQA REQUIREMENTS)
The City of Norwalk is the CEQA lead agency responsible for the Project. State CEQA Guidelines §15088.5(a) requires that a lead agency re -circulate an EIR when significant new information is added to an EIR after publication. Significant new information includes: (1) a new significant environmental impact that would result from the project or from a new mitigation measure proposed (2) a substantial increase in the severity of an environmental impact (3) a feasible project alternative or mitigation measure considerably different from others previously analyzed would clearly lessen the environmental impacts and/or (4) the draft EIR was so fundamentally inadequate that meaningful public review was precluded. New information is not significant unless the EIR has changed in a way that deprives the public of a meaningful opportunity to comment upon a substantial adverse environmental effect of the project or a feasible way to mitigate or avoid such an effect. Recirculation is not required when new information is added that merely clarifies, amplifies, or makes insignificant modifications.

Errata To Program Environmental Impact Report November 2025 2 3. ADDITIONAL STAFF INITIATED TEXT CHANGES TO THE PEIR During the Final PEIR public review period, two typographical errors were identified in the PEIR, both related to the location of airports. The correct airports are identified below; the analysis is not materially changed as a result of this modification regarding airport location . The Project is not within the boundary of an airport land use plan, as correctly stated in the PEIR.

The following text changes are made to the PEIR and incorporated as part of the PEIR. The following changes are made to clarify the PEIR based on the corrections to Hazards and Hazardous Materials and Noise. Recirculation of the PEIR is not required as none of these changes meet the definition of significant new information provided in Guidelines Section 15088.5. Changes to the text are noted with underline and bold for added text and strikethrough for removed text.

The following text is changed to page 3.5-30 of the PEIR:

The nearest boundary of the Plan Area is approximately 5 miles northwest of the Fullerton Municipal Airport. The nearest airport is the Fullerton Municipal Airport, approximately 6.2 miles northeast of the Plan Area. The Plan Area is not located within the vicinity of a private airstrip or airport land use plan. 1 Therefore, future d evelopment in the Plan Area would not create a safety hazard associated with any airport.

In addition, as discussed in Section 3.11, Noise and Vibration , the Plan Area would not be located within an airport’s noise contours. 2 As such, the Proposed Plan would not expose people residing or working in the Plan Area to excessive airport-related noise levels. As such, there would be no impacts.

The following text is changed to page 3.8-32 of the PEIR:

The Plan Area is not in the vicinity of a private airstrip or airport land use plan.3 The nearest boundary of the Plan Area is approximately 5 miles northwest of the Fullerton Municipal Airport. The nearest boundary of the Plan Area is approximately 9.2 miles northeast of the Long Beach Airport. As such, the

4. CONCLUSION
The revisions discussed above do not constitute significant new information in accordance with State CEQA Guidelines Section 15088.5, including a new significant environmental effect, or a substantial increase in the severity of an environmental effect. As such, none of the changes materially modify the analysis or conclusions of the document, but instead , further substantiate conclusions and/or clarify aspects of the previously circulated document.
