AND GYMNASTICS CLASSES
Background:
The Recreation and Park Services Department (RPSD) contracts with independent instructors to provide a variety of recreation and leisure classes that take place at the Norwalk Arts and Sports Complex and other recreation facilities. Contract instructor Kidz Talent Academy currently provides year-round dance and gymnastics classes for youth ages 4 – 15. They have provided specialized classes in ballet, jazz, hip hop, cheer, gymnastics, and tumbling since 2019.
Due to the high demand for dance and gymnastic classes in the community, the department anticipates higher enrollment numbers and is requesting to increase the instructor’s current Fiscal Year (FY) 2025/26 contract agreement from $40,600 to $79,000.
Fiscal Impact:
Instructor payments are a 70/30 split, with 70% revenue paid to the class instructor and 30% revenue paid to the City. Instructor payments will be made from the Fiscal Year (FY) 2025/26 Recreation general fund expenditure account for contract classes. The table below demonstrates instructor payments for June – October 2025, with estimated payments for November 2025 through June 2026 as shown below:

Recommended Action:
Staff recommend City Council approve Amendment No. 1 to the Fiscal Year 2025/26 class instructor agreement with Kidz Talent Academy in the amount of $38,400; and authorize the City Manager to execute the amendment on behalf of the City, in a form approved by the City Attorney.
