BOULEVARD TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM;
ENGINEER’S REPORT NO. 25-23 – RESOLUTION NO. 25-61 - BUDGET

AMENDMENT
Background:

The County of Los Angeles Department of Public Works (County) is the lead agency in charge of developing and implementing a countywide Traffic Signal Synchronization Program (TSSP). The primary objective of the TSSP is to implement traffic signal coordination timing along arterials that will improve arterial traffic conditions and traffic flow thereby saving motorists time and improving air quality. On November 30, 2023, the County Board of Supervisors approved a Memorandum of Understanding (MOU) with Los Angeles County Metropolitan Transportation Authority (Metro) to utilize Metro funding for TSSP. Several of Norwalk’s arterials are a part of the County’s TSSP. Arterials with intersections included in Los Angeles County’s TSSP under consideration are Norwalk Boulevard, San Antonio Drive, and Pioneer Boulevard.

The total cost estimate of the County’s TSSP is $4,037,000 of which the cost of City’s share is $1,687,100. Metro will fund $1,006,800 portion, the County is contributing additional funding of $389,600, the City shall contribute additional funding of $281,700.

The intent of the agreement is to document the roles and responsibilities of the City and the County when entering into TSSP projects and confirm liabilities of each agency. Nothing in the agreement will alter the current roles and responsibilities of the City and County in operating and maintaining the traffic signals and signal systems within their respective jurisdictions.
