MINUTES OF SPECIAL MEETING
NORWALK CITY COUNCIL
NORWALK, CALIFORNIA
DECEMBER 9, 2025
Mayor Ayala called the special meeting to order at 6:09 p.m. in the Council Chambers, Norwalk City Hall, 12700 Norwalk Boulevard, Norwalk, California. City Council was present in its entirety with Councilmembers Ramirez, Rios, and Valencia, Vice Mayor Perez, and Mayor Ayala responding to roll call. Also present were Jesus M. Gomez, City Manager; John Lam, Deputy City Attorney; and Theresa Devoy, City Clerk.
The invocation was delivered by former Norwalk Mayor Leonard Shryock, followed by the flag salute, led by Post Commander Angelo Maldonado American Legion Post #359.
PRESENTATIONS TO OUTGOING MAYOR
OUTGOING MAYOR’S COMMENTS
Mayor Ayala recognized former Mayors, dignitaries, family, friends, and residents in attendance, and thanked all for their efforts and support throughout the year. He expressed gratitude towards all those who presented, his colleagues, and family. A brief video was shared highlighting the City’s accomplishments over the year.
COUNCILMEMBER COMMENTS
Councilmembers Ramirez Rios, and Valencia, and Vice Mayor Perez thanked their families, friends, residents and staff for their support; expressed they were looking forward to the achievements for the upcoming year; and thanked the Mayor for his year in leadership.
CITY COUNCIL REORGANIZATION
The City Clerk declared that nominations were open for a member of City Council to serve as Mayor for the upcoming year. Mayor Ayala moved and Councilmember Ramirez seconded to nominate Vice Mayor Perez to serve as Mayor for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:
AYES: Councilmembers Ramirez, Rios, Valencia, Vice Mayor Perez, and Mayor Ayala
NOES: None
ABSENT: None
The City Clerk declared that nominations were open for a member of the City Council to serve as Vice Mayor for the upcoming year. Councilmember Valencia moved and Minutes of the Special Meeting

Mayor Perez wished everyone a Merry Christmas.
