SUBJECT: PROJECT NO. 7876 - REJECTION OF BIDS AND AUTHORIZATION TO RE-BID BUILDING DEMOLITION LOCATED AT 13400 SAN ANTONIO DRIVE
PROJECT, ENGINEER'S REPORT NO. 25-29
Background:
In November 2018, City Council adopted the Economic Development Opportunities Plan that prioritized economic zones across the City. Front Street was selected as Economic Zone No. 6 for its opportunity to support mixed-use commercial, retail and residential use development. To further evaluate the potential for this area, staff engaged the community and prepared the Heart of Norwalk Vision Plan.
On February 7, 2023, City Council approved an Agreement with Primestor Development, LLC granting the exclusive right to exchange City-owned Assessor’s Parcel Number (APNs) 8056- 015-900 and 8056-015-901 for Primestor-owned parcels located at 13400 San Antonio Drive (APNs 8056-015-014 and -016), subject to future entitlement approvals and compliance with the Surplus Land Act.
On December 2, 2025, City Council approved the first reading of the ordinance to establish Specific Plan Area No. 18 (SPA No. 18) and scheduled the ordinance for adoption. A resolution to adopt the Certified Final Environmental Impact Report for SPA No. 18 was also adopted.
As part of the exchange and future redevelopment efforts, the existing building at 13400 San Antonio Drive requires demolition to clear the site. Said demolition will demolish a vacant

dilapidated building that is a public nuisance and help improve the blighted area within the Heart of Norwalk project.
On October 9, 2025, staff advertised Project No. 7876 – Building Demolition at 13400 San Antonio Drive. The scope of work includes demolition of the existing structure, hazardous- materials abatement, utility disconnections, removal of foundations and slabs, and proper disposal of all associated debris.
On December 2, 2025, the City received seven bids, which were publicly opened. Bids were submitted by:
Precision Works, Inc.
Abajian Enterprise
American Wrecking, Inc.
AD Improvement, Inc.
Wreck Age Demolition, Inc.
Interior Demolition, Inc.
Unlimited Environmental, Inc.
Standard practice is to conduct A bid analysis which includes checking CA contractor licensing, Department of Industrial Relations registration, state and federal debarment list, reference check, and federal compliance.
None of the bidders were found responsive due to incomplete documentation and failure to meet the minimum qualification and compliance requirements outlined in the bid documents, specifically those associated with Community Development Block Grant (CDBG) funding requirements.
Because no bids met the City’s responsiveness criteria, staff recommend rejecting all bids and re-advertising the project. During the re-bid period, staff will conduct another mandatory pre-bid workshop with the City’s labor-compliance consultant to review all technical requirements related to CDBG compliance, monitoring, and reporting to ensure bidders clearly understand the federal obligations associated with this project.
