City Council Agenda Report
December 16, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, P.E., Director of Public Services/City Engineer Jacqueline Koontz, P.E., Senior Civil Engineer
Michael Jea, P.E., Assistant Engineer
SUBJECT: AWARD AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES FOR THE PREPARATION OF THE 2025 URBAN WATER MANAGEMENT PLAN UPDATE
Background:

California Water Code (CWC) Sections 10610 through 10656 of the Urban Water Management Planning Act apply to urban water suppliers that provide water for municipal purposes to more than 3,000 customers or annually supply more than 3,000 acre-feet of water. Requirements under the CWC include the preparation, adoption, and filing of an Urban Water Management Plan (UWMP) with the California Department of Water Resources (DWR) every five years in years ending in zero and five. The City’s previous UWMP update was prepared in 2020. Current UWMP updates are due to DWR by July 1, 2026.

UWMPs support water suppliers’ long-term resource planning to ensure that adequate water supplies are available to meet existing and future needs. The information collected from UWMPs is useful for local, regional, and statewide water planning. DWR provides guidance for urban water suppliers by preparing an UWMP Guidebook, conducting workshops, developing tools, and providing program staff support services. Program staff support services help water suppliers prepare comprehensive and useful UWMPs, implement water conservation programs, and understand the requirements in the CWC that regulate urban water management planning.

DWR will review UWMPs to ensure they have addressed requirements and will submit a report to the State Legislature summarizing the status for each five-year cycle.

On August 22, 2025, staff solicited Request for Proposals (RFP No. 26-825) for professional engineering services for the preparation of the 2025 UWMP Update.
