SUBJECT: PROJECT NO. 7229 – ACCEPT WORK FOR TRAFFIC SIGNAL
IMPROVEMENTS ALONG STUDEBAKER ROAD FROM ROSECRANS
AVENUE TO ALONDRA BOULEVARD [FEDERAL-AID PROJECT NO. HSIPL- 5347 (039)], ENGINEER'S REPORT NO. 25-28
Background:
On July 2, 2019, City Council awarded the construction contract to International Line Builder’s, Inc., in the amount of $664,484 for the Traffic Signal Improvements Along Studebaker Road from Rosecrans Avenue to Alondra Boulevard. A contingency in the amount of $66,449 was authorized for this project.
The project work scope included upgrading signal hardware, installing new pedestrian countdown signal heads, installing American with Disabilities Act compliant curb ramps, and updating the signal timing coordination at specific locations along the entire project corridor.
Additional contingency in the amount of $149,176 was required due to City approved change orders and unforeseen conditions. The final construction project cost was $813,660.
The construction work was completed satisfactorily on September 5, 2023. Final acceptance was withheld until non-compliance issues were resolved, resulting in acceptance at this time.
Fiscal Impact:
The project was funded through Fiscal Year 2025/26 approved/available Highway Safety Improvements Program and Prop C funds. No General Fund monies were used for this project.

The recommended action will further the City’s Strategic Plan Goal 2: Work in Partnership with Our Community to Achieve Safe and Livable Neighborhoods; Objective 1 – Re-invest in existing and aging infrastructure.
Recommended Action:
Staff recommend City Council accept the work of International Line Builder’s, Inc., in the amount of $813,660 for Project No. 7229 – Traffic Signal Improvements Along Studebaker Road from Rosecrans Avenue to Alondra Boulevard, and release the retention payment in the amount of $40,683 to International Line Builder’s, Inc., in accordance with the California Public Contract Code – Public Contract Code §7107.
