Background:
The City Executive Team has discussed the proposed closure of City Hall and various other City facilities on Friday, December 26, 2025, pending City Council approval. Essential City service departments including Public Safety, Public Services, Transportation, Recreation, and Social Services will remain operational to ensure the continuation of critical services.
To support employee well-being, full-time employees will receive 8 hours of Employee Wellness Leave added to their leave bank, and part-time employees will receive 4 hours. Staff assigned to work in City Hall or other City facilities scheduled for closure on this date will use the hours provided.
Employees required to work on December 26 may use their Employee Wellness Leave anytime between Friday, December 26, 2025, and Saturday, March 28, 2026. Any unused Employee Wellness Leave remaining after March 28, 2026, will be forfeited.
Fiscal Impact:
There is no direct fiscal impact anticipated for full-time and part-time employees. Historical data indicates that winter closures have not increased vacation payout obligations.

Recommended Action:
Staff recommend City Council approve:
a.the allocation of 8 hours of Employee Wellness Leave to full-time employees and 4 hours of Employee Wellness Leave to part-time employees; and
b.the closure of City Hall and other City facilities on December 26, with the exception of some essential City services in the Public Safety, Public Services, Transportation, Recreation, and Social Services Departments.
