NORWALK SPECIFIC PLAN
Background:
The City Council, at its November 16, 2025 meeting, introduced Ordinance No. 25-1766, which approves Zoning Text Amendment No. 2025-04 establishing Specific Plan Area No. 18, the “Heart of Norwalk Specific Plan.” This ordinance is now being presented for second reading and adoption. If adopted this evening, Ordinance No. 25-1766 will become effective on January 16, 2026.

Recommended Action:
Staff recommend City Council accept for second reading and adopt Ordinance No. 25-1766, AN ORDINANCE OF THE CITY OF NORWALK ADOPTING ZONING TEXT AMENDMENT NO. 2025-04 ESTABLISHING SPECIFIC PLAN AREA NO. 18, THE HEART OF NORWALK SPECIFIC PLAN.
