BY: Allan Perdomo, Director of Recreation and Park Services SUBJECT: APPROVAL TO PREPARE A REQUEST FOR PROPOSAL FOR ATHLETIC NETTING INSTALLATION AT ZIMMERMAN PARK, FIELD #1
Background:
Since 1992, Zimmerman Park has been the site for youth and adult baseball leagues year-round.
In 2023, the Recreation and Park Services Department (RPSD) received multiple reports from a local resident concerning balls landing in their backyard adjacent to the park. Due to these concerns, RPSD personnel have taken the following measures:
1. June 2024 - All bases were moved 10 feet back, which caused the home base plate to be closer to the batter's cage.
2. July 2024 – The infield was temporarily fenced off and field permits were granted for outfield use only.
3. April 2025 - The overhead net above home plate was extended by 1,276 sq. feet by the installation of an athletic netting system. The project cost totaled $18,500.
4. May 2025 – Field #1 reopened for play. City staff directed Youth Sports organizations to be mindful of adjacent homes and only conduct batting practice towards the outfield.
5. November 2025 – Signage was posted at Field #1 to direct players to only aim towards the outfield and away from residential homes.
Installing an athletic netting system is a widely accepted safety measure used in parks adjacent to residential properties. The proposed netting would be strategically located along the first base towards the right outfield boundary, where balls most frequently leave the field of play.

Fiscal Impact:
The cost for this project will be contingent on bid results and will be brought forward for City Council approval and a budget resolution, as this project is not currently included in the Fiscal Year 2025/26 budget. The anticipated cost for this project is $250,000.
