City Council Agenda Report
December 16, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Allan Perdomo, Director of Recreation and Park Services Sonia Batres, Recreation Superintendent
SUBJECT: CITY-WIDE SECURITY SERVICES AGREEMENT
Background:

The Recreation and Park Services Department, in collaboration with the Public Safety, Community Development, Transit, and Social Service Departments, sought proposals from qualified and licensed security service providers to enhance the current level of security services for facility reservations at the Norwalk Arts and Sports Complex and provide a supplemental City-wide security coverage for city-owned properties and open spaces, City-sponsored special events and permitted special events, as needed.

On October 2, 2025, staff issued a Request for Proposals No. 26-832. Twenty-nine (29) bids were received, and the top 8 bidders were invited for an online interview with City representatives of participating departments. After the initial online interview, 4 bidders were invited to a final in- person interview on December 8, 2025.

After a thorough evaluation, Absolute International Security was selected based on their submitted proposal, qualifications, pricing, interview responses and reference checks. If approved, the agreement term will be one year with the option to extend for two additional years, upon mutual agreement.

Fiscal Impact:

Security fee revenues for facility reservations and special events will be collected by the Recreation and Park Services Department. Supplemental security services will be funded by operating budgets of Recreation and Park Services, Public Safety, and California Youth Authority Project.
