Subject: Proposal to Provide Professional Engineer ing Design Services for Street Improvements, Landscape Improvements, Striping and Traffic Signal Modifications at Imperial Highway and Bloomfield Ave (Revised)

Dear Mr. Mera:

Pursuant to the Professional Services Agreement (“A greement”), dated June 13, 2024, for City Traffic Engineering Services, between the City of N orwalk and Willdan Engineering (Willdan), we are pleased to provide this proposal to provide engineering design services to prepare plans, specifications, and estimate (PS&E) for striping and traffic signal modifications Imperial Highway and Bloomfield Ave.

The I-605 Freeway expansion resulted in significant geometric and operational changes to the intersection of Imperial Highway and Bloomfield Ave nue. It is our understanding the City desires to implement the recommended striping, wide ning, and traffic signal operational changes per the study.

The following is our proposed scope of work, schedule, and fee:

SCOPE OF WORK

Task 1 – Project Management and Meetings

1. Conduct all tasks necessary to complete the proj ect, including day-to-day project management, meetings, progress reports, project com munication and agency follow-up, project scheduling and tracking, invoicing, and overall administration of the project.

2. Attend a pre-design (kick-off) meeting with City representatives to review the project, in detail, to determine the City’s specific requirements concerning the project.

3. Attend up to two (2) staff level meetings/confer ence calls to discuss project issues and status for the various design submittal stages.

4. Maintain continuous communication with the City of Norwalk Project Manager, including meetings to review project status at 100% completion.

5. Proactively initiate communications with City Pr oject Manager and/or staff when questions arise due to inconsistency in the flow of work production.

Task 2 – Records Research and Field Reviews

1. Obtain available as-built drawings, survey data and utility contact information from the City of Norwalk and Caltrans. The research may inc lude assessor parcel maps, tract maps, recently completed or planned improvement dra wings, as-built drawings for street, landscape and irrigation, traffic signals, signing, striping, and storm drain, as well as municipal improvements such as water and sewer a s-builts, atlases, and/or GIS information. Willdan will verify known underground utilities to avoid conflicts with proposed traffic signal improvements.

2. Conduct a field investigation to verify existing conditions once base plans have been completed with existing as-built records. A photog raphic catalog of existing conditions will be provided for the design project limits.

Task 3 – Utility Coordination

1. Provide utility coordination, including notices to all utility companies in accordance with City’s procedures. All documentation of contacts a nd responses will be copied to the City. Willdan will prepare utility notices and del iver them to the City for mailing under City letterhead. If so desired by the City, Willda n can transmit these notices under Willdan’s letterhead; however, the City shall be re sponsible for any fees assessed to Willdan by the utility companies. In either case, all responses, questions, and correspondence from the utility companies will be a ddressed to Willdan’s Utility Coordinator.

2. Notify and coordinate with the utility agencies regarding project-related modifications to their facilities. Determine special requirements f or utility facilities, including protection, right-of-way, and construction methods within the vicinity of the utility.

3. Verify that the project’s final design is compat ible with known utilities in the project area to be installed, relocated, adjusted, or otherwise modified, including adding utility relocation windows into the construction schedule as necessary.

Task 4 - Topographic Survey

1. Perform topographic ground surveys necessary to design the median and turn pocket improvements. The ground survey will establish hor izontal control (local and assumed), vertical control (NAVD 88), centerline control, identification of survey monuments, visible surface utilities, curbs and gutters, edge of pavements, and grade breaks. Supplemental shots in identified areas of concern based upon preliminary engineering will be provided.

The design survey will extend 25’ beyond the propos ed improvements. The survey will provide topo, including spot elevations, all hardsc ape features, landscape and vegetation, street crown, edge of pavement, lip of gutters, flow line, top of curb, sidewalk, and crosswalk striping at 50’ cross secti ons. A digital topographic map will be produced.

Task 5 – Plans, Specifications, and Estimates (PS&E)

1. Prepare a title sheet which will include but not be limited to the following: City project number, plan sheet index, vicinity map, and general notes.

2. Prepare a curb ramp detail sheet at a scale of 1 ”=5’ using AutoCAD 2025. These details will include all elevations, dimensions, horizontal control and slopes required for construction of ADA compliant curb ramps.

3. Prepare a demolition sheet at a scale of 1”=20’ using AutoCAD 2025. This sheet will include all limits, removal notes, and general notes required for demolition.

4. Prepare a street improvement plan at a scale of 1”=20’ using AutoCAD 2025. Plans will include all elevations, dimensions, proposed improv ements, slopes, stationing, horizontal and vertical control required for construction of the new street improvements.

5. Prepare a 30% conceptual striping plan at a scal e of 1”=40’ using AutoCAD. The striping plan will provide two conceptual striping alignment s on Imperial Highway showing left turn pocket alternative designs on both the east an d west approaches. Plan will show relocation of the medians and widening along the no rtheast curb return to allow for a dedicated right turn pocket.

6. Prepare a signing and striping plan at a scale o f 1”=40’ using AutoCAD. Signing and striping plan will provide new striping alignment a nd limit lines on Imperial Highway and Bloomfield Avenue.

7. Prepare a traffic signal modification plan for t he intersection of Imperial Highway and Bloomfield Avenue at a scale of 1”=20’ using AutoCA D that will include all utilities and existing above-ground features, inclusive of overhe ad utilities. This will include, but not limited to, the installation of new signal poles, p ull boxes, conduit, wiring, push buttons and signal heads.

8. Prepare a street lighting plan for the west appr oach of Imperial Highway and Bloomfield Avenue at a scale of 1”=40’ using AutoCAD that will include all utilities and existing above-ground features, inclusive of overhead utilit ies. This will include, but not limited to, the relocation of the street light poles in the median, installation of new pull boxes, conduit, and wiring.

9. The final plan set will include the following:

Backup quantity calcu lations will be provided showing detailed computations for accuracy of the quantities upon request.

11. The City will provide Willdan with its boilerpl ate specifications and general technical provisions in the current version of Microsoft Word for Windows format. Willdan will be responsible for compiling the project specification s, signed by a civil engineer registered in the State of California, which are complete and ready for bidding purposes. The latest edition of the Greenbook (Standard Specifications f or Public Works Construction and subsequent amendments) will be used on the project, except for traffic design. The technical portion of the Caltrans Standard Specific ations will be used for the traffic design.

12. Submit 30%, 65%, 90%, and 100% PS&E to the City for review and comment. The 30% submittal will be a conceptual striping plan showin g proposed striping layouts along Imperial for city acceptance.

13. Upon receipt of final comments, make final revi sions and submit final plans plotted on mylar for City advertisement and bidding.

14. Review existing timing sheet and make any adjus tments as needed for the proposed intersection improvements.
