Subject: Proposal for Professional Engineering Serv ices for Design and Construction Support to Complete the Final PS&E for the Studebak er Road and Rosecrans Avenue Hot Spots Arterial Intersection Improvement Plans (Revised)

Dear Mr. Mera:

Pursuant to the Professional Services Agreement (“A greement”) between the City of Norwalk and Willdan Engineering (Willdan), and our current contract to design the Studebaker Road and Rosecrans Avenue Hot Spots Arterial Intersection Improvement Plans, we are pleased to provide this proposal for the requested professional engine ering services for design and coordination needed to finalize the bid package of the Rosecrans at Studebaker Hot Spots intersection.

In order to proceed with the restart of the project , the scope of work will be expanded. For design engineering, Willdan will need to:
• Complete new utility coordination
• Perform a site visit
• Review the survey to verify existing conditions
• Complete a new supplemental survey due to the new development • Complete the design of the project

Due to the 4-year delay of the project, Willdan has to refamiliarize with the prior scope of work, project notes and instructions, design complete to date, and update the plans, specifications, and construction estimate to current standards and requirements.

Due to the changes in our scope of work and the revisions to the project, we respectfully request an increase in our fee to complete the final PS&E for the Studebaker Road and Rosecrans Avenue Hot Spots Arterial Intersection Improvement Plans.

We assume the original alignment will remain the sa me and the City will complete all coordination for the power pole relocation with SCE and the telecom companies. The conflicting portions of existing abandoned shallow concrete culverts are assumed to be removed.

We have also added tasks for construction support to be added to the scope.
