City Council Agenda Report
January 20, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, Director of Public Services/City Engineer Damian Rosales, Public Services Superintendent
Gabriela Garcia, Senior Management Analyst
SUBJECT: AWARD CONTRACT FOR PREVENTATIVE MAINTENANCE AND REPAIR

SERVICES FOR ROLL-UP DOORS
Background:

In September 2025, the City released a Request for Quote (RFQ) for qualified vendors to provide semi-annual preventive maintenance services, as well as as-needed repairs, for 18 overhead roll-up doors at the Transportation and Public Services Yard. The preventive maintenance portion includes tightening and torquing fasteners; inspecting and lubricating springs, rollers, hinges, bearings, and motor operators; adjusting door tracks and alignment; and testing safety devices and controls.

The bid amounts reflect preventive maintenance services only. Many of the doors are in need of repair; therefore, any necessary repairs, replacement parts, labor, and associated costs will be identified through a detailed inspection report and submitted separately for City review and approval.

Six firms responded to the RFQ with the following results:

Vendor Name Bid Amount
Miner Corporation $2,160.00
R&S Overhead Doors of So-Cal, Inc. $5,300.00
South Coast Industrial Door Inc. $10,300.00
Accurate Overhead Doors $14,079.36

Eroom Inc $15,840.00
Action Door Repair Corp. $19,084.00
Miner, Ltd. of Norwalk is the lowest responsive and responsible bidder. In addition to submitting the lowest preventive maintenance bid, Miner also proposed the lowest hourly labor rates for repair work. While the bid amount reflects only the cost of preventive maintenance, repair services will be evaluated and authorized separately as needed based on condition assessments and operational needs.

Fiscal Impact:

Funding in the amount of $56,000 is included in the approved Fiscal Year (FY) 2025/26 budget for this project. Funds for FY 2026/27 will be requested in the upcoming budget process.
