SUBJECT: PROJECT NO. 7876 – AWARD OF CONTRACT – CONSTRUCTION SERVICES FOR BUILDING DEMOLITION LOCATED AT 13400 SAN ANTONIO DRIVE / RESOLUTION NO. 26-04 BUDGET AMENDMENT, ENGINEER'S REPORT NO. 26-02
Background:

On October 9, 2025, staff solicited for construction bids for the Building Demolition at 13400 San Antonio Drive – Project No. 7876. The scope of work includes demolition of the existing structure, hazardous-materials abatement, utility disconnections, removal of foundations and slabs, and proper disposal of all associated debris.

On December 2, 2025, the City received seven bids, which were publicly opened. None of the bidders were found responsive due to incomplete documentation and failure to meet the minimum qualification and compliance requirements outlined in the bid documents, specifically those associated with Community Development Block Grant (CDBG) funding requirements.

Because no bids met the City’s responsiveness criteria, staff rejected all bids and readvertised the project.

On December 18, 2025, staff resolicited for construction bids for the project. During the rebid period, a mandatory pre-bid meeting with the City’s labor compliance consultant was held to review all technical requirements related to CDBG compliance, monitoring, and reporting to ensure bidders clearly understood the federal obligations associated with the project.

On January 15, 2026, the City received eight bids, which were publicly opened. Two bids were found to be non-responsive. Below are the responsive bid results:
