City Council Agenda Report
January 20, 2026

SUBJECT: TERMINATION OF PROFESSIONAL SERVICES AGREEMENT AND

APPROVAL OF A SUPERSEDING PROFESSIONAL SERVICES AGREEMENT FOR CITYWIDE PUBLIC WORKS PERMIT INSPECTION SERVICES –
ENGINEER’S REPORT NO. 26-07
Background:

The City retains on-call professional consultants to provide Citywide Public Works Permit Inspection Services in support of construction activities within the public right-of-way and various capital improvement projects. To ensure continued competitiveness and alignment with operational needs, the City issued Request for Proposals (RFP) No. 24-762 for Citywide Inspection Services on February 5, 2024.

Proposals submitted in response to the RFP were evaluated based on experience, qualifications, technical approach, past performance, and cost. Following the evaluation process, the City entered into a Professional Services Agreement (PSA) with Onward Engineering effective July 1, 2024.

During the course of the agreement, the City determined that continuation of services under the PSA was no longer aligned with the City’s operational needs. Pursuant to Section 13 of the PSA, staff is requesting authorization to terminate the agreement for convenience. Upon approval, a formal Notice of Termination will be issued in accordance with the terms of the agreement.

To ensure continuity of Citywide Public Works Permit Inspection Services, staff identified a procurement-compliant approach to transition the services without reissuing a new RFP. The transition maintains the original scope of services and utilizes the same fee schedule previously

approved under RFP No. 24-762, resulting in no change to pricing or the competitive outcome of the procurement.

Under the evaluation results for RFP No. 24-762, Transtech Engineers, Inc. was ranked third among the shortlisted proposers. The second-ranked proposer was not considered due to prior performance-related issues on other City projects. Accordingly, Transtech Engineers, Inc., as a qualified proposer under the RFP, was selected to provide Citywide Public Works Permit Inspection Services under a superseding Professional Services Agreement at the existing scope and fee schedule.

Fiscal Impact:

There is no fiscal impact associated with the recommended actions. The superseding PSA with Transtech Engineers, Inc. will utilize the same fee schedule and not-to-exceed compensation previously approved under the agreement with Onward Engineering. No additional funds are requested.
