SUBJECT: AUTHORIZATION TO SUBMIT PUBLIC TRANSPORTATION AGENCY SAFETY
PLAN UPDATE
Background:
The Federal Transit Administration (FTA) is requiring public transit operators to review and update their Public Transportation Agency Safety Plan (PTASP) as needed on an annual basis by December 31, of each year. FTA implemented the PTASP final rule, effective July 19, 2019, requiring public transit operators to develop a safety plan as well as establish a Safety Committee, with a required submittal date of the safety plan to the FTA by December 31, 2020. In keeping with the FTA’s initial requirement, Norwalk Transit System (NTS) developed NTS’s PTASP that was approved by the Norwalk City Council at its regular meeting held on June 16, 2020.
In summary, a PTASP update must be developed in cooperation with the Safety Committee comprised of frontline employee representatives, using a joint labor-management process. The Safety Committee must include an equal number of frontline representatives (selected by the labor union) and management representatives. The Safety Committee has met on several occasions pursuant to the meet and confer process and completed its review and approval of the PTASP update for submittal to the FTA.
Therefore, NTS is seeking final approval of the PTASP update from City Council for submittal to the FTA.

There is no fiscal impact to implementing the Public Transit Agency Safety Plan.

Recommended Action:
Staff recommend City Council approve the Public Transit Agency Safety Plan Update and authorize the Executive Director of Regional Transportation to submit the plan to the Federal Transit Administration.
