SUBJECT: PROJECT NO. 7944 – AWARD OF CONTRACT FOR LOCAL STREET REHABILITATION ZONES 5, 6, 30 - PROFESSIONAL ENGINEERING DESIGN AND CONSTRUCTION SUPPORT SERVICES / RESOLUTION NO. 26-06 – BUDGET AMENDMENT, ENGINEERS REPORT NO. 26-07
Background:
The City’s Local Streets Rehabilitation Program identifies roadway segments throughout the City (Zones) where pavement repairs and rehabilitation will be performed using various funding sources, including Measure M, Measure R, Road Maintenance and Rehabilitation Account (RMRA), and Street Renovation funds. As part of the Fiscal Year (FY) 2025/26 Capital Improvement Program, Zones 5, 6, and 30 have been identified as priority areas for pavement rehabilitation based on the City’s Pavement Management Program.
Staff’s assessment of these three zones identified poor pavement conditions across many residential streets and several collector segments, along with multiple locations requiring ADA- compliant curb ramp upgrades. Combined, Zones 5, 6, and 30 include approximately 35 lane miles of roadway and alleys, making this one of the larger rehabilitation efforts planned for FY 2025/26. Project limits provided in Exhibit A – Zones 5, 6, 30 Vicinity Map.
On November 13, 2025, to address resource needs, staff solicited a Request for Proposals (RFP No. 26-840) from qualified engineering consulting firms with the expertise, licenses, and resources to prepare the required design and construction support services for Zones 5, 6, and
