SUBJECT: PROJECT NO. 7943 – AWARD OF CONTRACT FOR LOCAL STREET REHABILITATION ZONE 13 - PROFESSIONAL ENGINEERING DESIGN AND CONSTRUCTION SUPPORT SERVICES / RESOLUTION NO. 26-05 – BUDGET AMENDMENT, ENGINEERS REPORT NO. 26-06
Background:
The City’s Local Streets Rehabilitation Program identifies roadway segments throughout the City (Zones) where pavement repairs and rehabilitation will be performed using various funding sources, including Measure M, Measure R, Road Maintenance and Rehabilitation Account (RMRA), and Street Renovation funds. As part of the Fiscal Year (FY) 2025/26 Capital Improvement Program, Zone 13 has been identified as one of the priority areas for pavement rehabilitation based on the City’s Pavement Management Program.
Staff’s assessment of Zone 13 identified poor pavement conditions throughout much of the project area, with several streets and alleys requiring rehabilitation and multiple curb ramps needing Americans with Disabilities Act (ADA) compliant upgrades. The project area includes approximately 25 lane miles, making it one of the larger local street rehabilitation zones scheduled for delivery in FY 2025/26. Project limits provided in Exhibit A – Zone 13 Vicinity Map.
On November 13, 2025, to address resource needs, staff solicited a request for proposals (RFP No. 26-841) from design consulting firms with the necessary subject expertise, licenses, resources, and certifications to provide the requested services.
