SUBJECT: RESOLUTION NO. 26-09 - APPROVING A CONDUIT LEASE AGREEMENT ON
FIRESTONE BOULEVARD BRIDGE OVER SAN GABRIEL RIVER
Background:
On November 23, 2015, the City completed construction of the Firestone Bridge Replacement over the San Gabriel River, Project No. 7147. This project replaced the previous bridge over San Gabriel River with a six-lane concrete bridge including concrete curbed center median, bike lanes, wider sidewalks, and a new safety lighting system. Project No. 7147 was accepted by City Council on June 12, 2016. The project was funded with Proposition C and Federal Highway Bridge Program funds. Jurisdiction of the Firestone Bridge is shared with the City of Downey with the City boundaries at the center line of San Gabriel River.
Project No. 7147 constructed five 4” diameter Polyvinyl Chloride (PVC) conduits under the widened sidewalks on the north side of the bridge and relocated existing utilities from the conduits underneath the sidewalks on the southside of the bridge. During planning stages of Project No. 7147, the conduits were reserved to be used for the county’s traffic control fiber optic lines. The traffic control fiber line project along Firestone Boulevard has since been completed and there are remaining spare conduits on the Firestone Bridge available to be used for other utilities. Verizon Communications, Inc., through their contractor VCI Construction desire to lease one of the spare conduits to run Verizon Telecommunication’s fiber optic lines. VCI has also approached the City of Downey and expressed interest in leasing one spare conduit on the Firestone Bridge within City of Downey’s jurisdiction.
