City Council Agenda Report
February 3, 2026

TO: Honorable City Council

FROM: Jesus M. Gomez, City Manager

BY: Albert Mendoza, P.E., Director of Public Services/City Engineer Mario Mera, Engineering Division Manager
Run Chen, P.E., Principal Civil Engineer
Nathan Garcia, Assistant Engineer

SUBJECT: PROFESSIONAL SERVICES AGREEMENT AWARD – ON-CALL DESIGN SERVICES, ENGINEER'S REPORT NO. 26-09

Background:

The Public Services Department is responsible for implementing the City’s Capital Improvement Program, which includes roadway, traffic signal, underground utility, and facility improvement projects. Accurate design services are essential to deliver the Cit y’s Capital Improvement Program.

To support the City’s Capital Improvement Program and other Citywide efforts, the City issued Request for Proposals (RFP) No. 26-839 on November 13, 2025, via the City’s PlanetBids portal, soliciting proposals from qualified firms to provide City-wide on-call design services. The RFP is for an initial three-year term, with two optional one-year extensions.

The RFP outlined the City’s need for various design tasks, including research and development services, preparation of plans, specifications, and cost estimates, and construction support services, with the intent to develop a shortlist of qualified firms.

On December 10, 2025, the City received proposals from fourteen firms. Staff examined and reviewed the submitted proposals based on several factors including technical knowledge, the proposed team’s experiences, scope of work and qualifications, and fee sc hedule. The City shortlisted the following four firms:

SUBJECT: PROJECT NO. 7941 – AWARD OF CONTRACT – CONSTRUCTION SERVICES

FOR COMMUNITY DEVELOPMENT BLOCK GRANT CONCRETE AMERICANS WITH DISABILITIES ACT IMPROVEMENTS 2026, ENGINEER'S REPORT NO. 26-10
Background:

On December 12, 2025, staff solicited for construction bids for the Community Development Block Grant (CDBG) Concrete American with Disabilities Act (ADA) Improvements 2026 – Project No. 7941. The scope of work includes removal and replacement of sidewalk, curb and gutter, curb ramps, driveway approaches, incidental asphalt work, and traffic control. An additive bid schedule was included in the solicitation to allow for additional scope of work if the prices from the lowest responsible bidder were within the available budget.

On January 15, 2026, the City received nine bids, which were publicly opened. Seven bids were found to be non-responsive. Below are the responsive bid results:

Rank Contractor Amount
1 Towo Enterprise, Inc. $607,100
2 Pavement Rehab Company $848,000
The Engineer’s Estimate for the project is $600,000.

Staff conducted a bid analysis, including checks to the contractor’s state licensing, Department of Industrial Relations registration, state and federal debarment list, reference checks, and CDBG funding requirements. As a result, staff recommend awarding the project to the lowest

• To ensure that FTA applicants, recipients, subrecipients, contractors and/ or subcontractors will take affirmative action to ensure that applicants and employees are treated without regard to race, color, religion, national origin, sex, age, or disability. Such action shall include, but not be limited to, hiring, promotion or upgrading, demotion, transfer, recruitment or recruitment advertising, layoff or termination, disciplinary actions, rates of pay or other forms

of compensation, and selection for training, including apprenticeship. It shall also include a written Affirmative Action Plan designed to achieve full utilization of minorities and women in all parts of the work force; and

TO: Honorable City Council

SUBJECT: AGREEMENT FOR A BACKUP BATTERY INCENTIVE FOR NORWALK

RESIDENTS
Background:

Southern California Edison (SCE) currently administers a Building Electrification (BE) Pilot Program that provides no-cost, high-efficiency electric appliance upgrades to eligible income- qualified households. Through this program, qualifying residents may receive electrification improvements such as heating, ventilation and air conditioning (HVAC) systems, heat pump water heaters, induction cooking appliances, electric dryers, and related electrical upgrades at no cost.

The BE Pilot Program is funded by California utility ratepayers and administered by SCE through its contracted service providers. Program eligibility is determined by SCE and includes income qualifications, housing type requirements, and other criteria established by the program.

Southern California Edison currently administers the BE Pilot Program, which provides electrification upgrades to eligible households. The proposed collaboration formalizes a coordinated partnership between the City of Norwalk and Southern California Edison to expand upon the benefits of the BE Pilot Program for Norwalk residents. Through this partnership, the City would subsidize the installation of whole-home battery backup systems, with priority given to households enrolled in SCE’s Medical Baseline Program, California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) programs, to enhance household resilience during power outages and serving residents with the highest need for backup power.

This official collaboration will require ongoing coordination between City staff and SCE throughout program implementation, including eligibility outreach, scheduling, reporting, and resident communication. City staff and SCE will also work closely on joint marketing and

outreach efforts to ensure eligible Norwalk residents are aware of the program and understand how to participate. Outreach activities may include co-branded messaging, social media campaigns, and engagement at City-sponsored events, with marketing execution led by SCE and supported by City participation where appropriate.

By integrating City-funded battery incentives into an established SCE-administered program, the City can leverage existing program infrastructure, contractor networks, and eligibility processes to deliver enhanced energy resilience benefits to Norwalk residents efficiently and cost- effectively, without the need to create a new standalone program.

Fiscal Impact:

Funding in the amount of $200,000 from the General Fund for the collaboration with Southern California Edison is included in the approved Fiscal Year 2025/26 budget.

Strategic Plan 2023 Implementation:

The recommended actions will further the City’s 2023 Strategic Plan by advancing Goal 2, Objective 3, to improve living conditions for residents in greatest need and Goal 4, to support sustainability and climate resilience throughout the community.

Recommended Action:

Staff recommend City Council approve a collaboration agreement between the City and Southern California Edison to subsidize backup battery installations for eligible Norwalk residents through Southern California Edison’s Building Electrification Pilot Program, in an amount not to exceed $200,000 per fiscal year, for an initial term ending June 30, 2026, with an option to extend the agreement for up to one additional year at the same annual not-to-exceed amount; and authorize the City Manager to execute the agreement provided there is funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.

SUBJECT: DISCUSSION OF FISCAL YEAR 2026/27 ANNUAL ACTION PLAN

COMMUNITY DEVELOPMENT BLOCK GRANT SOCIAL SERVICE AGENCIES

FUNDING ALLOCATIONS
Background:

The Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) are funded by the United States Department of Housing and Urban Development (HUD), and submittal of an Annual Action Plan (Plan) is a required part of the annual application process for funding. The Plan lists the specific activities that the City will undertake with the CDBG and HOME funds.

CDBG regulations allow the City to carry out a variety of activities to meet community needs based upon CDBG National Objectives of benefiting low and moderate-income (LMI) persons, preventing or eliminating slums or blight, and meeting urgent community development needs.

However, no more than 15% of the City’s annual grant can be used for social service type activities, such as job training, homeless prevention, substance abuse treatment, legal services, health and medical services, after school programs, senior citizen activities, and domestic violence services. The City has determined that community organizations are better positioned to effectively deliver certain services to residents.

The purpose of this report is to give City Council an opportunity to review the proposed Social Services agencies for the Fiscal Year (FY) 2026/27 Plan recommended for funding by the Social Services Commission and Director.
