City Council Agenda Report
February 17, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, Director of Public Services/City Engineer Damian Rosales, Public Services Superintendent
Gabriela Garcia, Senior Management Analyst
SUBJECT: AWARD CONTRACT FOR TILE CLEANING AND GROUT SEALING IN
RESTROOMS AT CITY FACILITIES
Background:
The City maintains approximately 39,000 square feet of tile flooring across park restrooms and various public facilities. Due to high public usage, exposure to moisture, and routine cleaning chemicals, tile and grout surfaces require annual deep cleaning and sealing to preserve their condition, prevent deterioration, and maintain sanitary and aesthetic standards.
In November 2025, the City released a Request for Quote (RFQ) solicitation from qualified companies for tile cleaning and grout sealing in restrooms at all City Facilities. There was only one responsive bid received with the following results:

SUBJECT: APPROVAL OF TRACT MAP NO. 84624, FOR A LIVE-WORK CONDOMINIUM SUBDIVISION LOCATED AT 11459 IMPERIAL HIGHWAY, ENGINEER’S REPORT NO. 26-12
Background:
On April 23, 2025, the Norwalk Planning Commission approved Tentative Tract Map No. 84624, for a Live-Work condominium subdivision at 11459 Imperial Highway (APN 8023-008-004), filed by MLC Holdings, Inc. The development consists of 83 townhomes and 10 live-work units on an approximately 4.36 acre site.
The final tract map has been reviewed and found to be technically correct, and in conformance with the approved tentative map and applicable state laws. The tract map shows the street dedication offered for widening Imperial Highway for an additional lane fronting the development and completing the street dedication for previously constructed Gettysburg Drive on the north side of the development. On-site easements for emergency access and fire purposes as designated on the map are also dedicated.
To comply with requirements of Norwalk Municipal Code (NMC) Section 16.03.160, any required public improvements that have not been constructed at the time of approval of the final map shall be guaranteed by execution of a suitable agreement in a form approved by City Attorney. As the required public improvements such as utility connections and sidewalk replacements have not yet been constructed, it is recommended that approval of this map be contingent on the execution of such an agreement to ensure funding for their installation.
Additionally, park land dedication fees must be collected for this project pursuant to NMC Section 16.03.090. The City Council may accept a park land dedication or a payment may be

SUBJECT: CONTRACT AMENDMENT NO. 5 – ADVANCED RESERVATION DIAL-A-RIDE / SUBSCRIPTION SERVICES
Background:
On February 3, 2021, the City and Transdev North America, Inc. (DBA First Transit, Inc.) entered into a Service Agreement for Advanced Reservation Dial-A-Ride (DAR) / Subscription Services for Norwalk Transit System (NTS). The contract term was extended, but the extension has since expired as of December 31, 2025.
NTS is requesting an additional term extension with First Transit, Inc. from January 1, 2026 to December 31, 2026. This extension will provide a “bridge” period and give NTS the opportunity to evaluate the feasibility of commingling the DAR and Microtransit Community Link service and to complete a related bidding process for future services. It will also ensure the continuity of the service providers’ familiarity with existing DAR customers and service area, so users of the program are not negatively impacted by a transition away from First Transit, if it becomes necessary. In accordance with Section 3.21.030(C) of the Norwalk Municipal Code, NTS staff is requesting to dispense with normal bidding requirements, as it is warranted due to such procedures being impractical and not fiscally advantageous to the City in this case, and because the welfare of the public would benefit from the continuation of service during this bridge period.
A four-fifths vote is necessary by City Council to allow this extension without bidding at this time.
Fiscal Impact:
The cost for the first six months of the contract totals $579,507, which is included in the Fiscal Year 2025/26 Transportation Department adopted budget. The remaining $579,507 for Fiscal Year 2026/27 will be included in the budget process. There is no impact to the general fund.

TRANSIT SYSTEM
Background:
On November 13, 2025, Norwalk Transit System (NTS) issued an Invitation for Bid (IFB) No. 26- 834 for Supply and Deliver Cummins Catalytic Converters and Aftertreatment Components. The purpose of the IFB was to acquire catalytic converters and aftertreatment components for NTS Compressed Natural Gas (CNG) powered transit bus fleet that have experienced failures of several catalytic converters and aftertreatment components due to the original fleet of 14 CNG buses being at or beyond their 12 year-life cycle.
NTS received the following five bids via the City’s Planetbids portal:1) Cummins, Inc., 2) Westrux International, 3) Inland Kenworth (US), Inc., 4 Los Angeles Truck Centers, LLC and 5) DPF Services, LLC. Staff reviewed the bids and determined that Cummins, Inc. was the lowest and most responsive/responsible bidder in keeping with meeting all bid submittals.
This agreement will be effective March 1, 2026 through June 30, 2029; with an option to extend beyond the initial term for two additional one year periods from July 1 through June 30 of each year thereafter.

SUBJECT: AGREEMENT AMENDMENT NO. 4 - GIS INTEGRATION AND ADDITIONAL SERVICES – RESOLUTION NO. 26-14 – BUDGET AMENDMENT
Background:
On October 5, 2021, City Council awarded a contract to EdgeSoft, Inc. (EdgeSoft) for online permitting and licensing software. Since that time, three amendments have been executed for additional services related to data conversion and migration, work order, and system support services, and permit and land management services. This fourth amendment comprises two phases. The first phase authorizes City staff and EdgeSoft to complete a full data migration into the upgraded GIS infrastructure, ArcGIS. This transition will eliminate the use of XY Maps. The City currently maintains land management data within XY Maps, which is integrated with both the Property Information Portal and the ePALS systems. EdgeSoft will support the City in the integration of data into ArcGIS. In addition to the GIS integration, EdgeSoft will enhance current reporting metrics for the Public Services Department work order system.
ArcGIS will provide a centralized, interactive mapping platform enabling staff to view addresses with accurate APN information, City infrastructure, permits, business licenses, and other spatial data, with the ability to apply multiple layers, including the City’s quadrant map. Information from the Community Development, Finance, Public Safety, and Public Services Departments is being collected by staff to ensure consistency in data accuracy.
The second phase of the fourth amendment will include further enhancements of City department’s work order system, the creation of complex reporting metrics, and module training.
These enhancements, supported by ArcGIS, will improve staff’s ability to analyze service requests, identify areas of critical need, and provide high quality customer service.

SUBJECT: PUBLIC HEARING - ORDINANCE NO. 26-1767 - GRANTING A NON-PUBLIC
UTILITY PIPELINE FRANCHISE
Background:
The California Public Utilities Code (CPUC) (Article 6231.5) and the Norwalk Municipal Code (NMC) (Title 13, Chapter 13.20 Pipeline Franchises) require any person, firm, or corporation utilizing public streets for the conveyance of petroleum, wet gas, water, wastewater, or other products to have a valid franchise with the City of Norwalk. In November 2006, City Council granted a pipeline franchise (franchise) to Heraeus Metal Processing, Incorporated (HMPI) to construct and operate a 6-inch wastewater line along Alondra Boulevard from Shoemaker Avenue to Studebaker Road. The franchise expired November 21, 2021. HMPI has requested to continue operation of the franchise. The franchise term will be 15 years from adoption of the ordinance, ending March 3, 2041.
HMPI is a refiner and recycler of precious metals, including gold, silver, and platinum group metals from spent industrial catalysts and other primary and secondary materials. HMPI also manufactures precious metals containing chemical compounds for the automotive, chemical, and pharmaceutical industries; fabricates precious metal catalysts for nitric acid and fertilizer plants.
The subject 6” diameter High Density Polyethylene (HDPE) pipe conveys treated wastewater from the HMPI facility in Santa Fe Springs, along Alondra Boulevard through the cities of Norwalk and Santa Fe Springs, then connects to a Los Angeles County Sanitation District (LACSD) sewer trunk line at the intersection of Alondra Boulevard and Studebaker Road for final processing.

Resolution No. 26-11, adopted by the City Council on January 20, 2026 established the City’s intention to consider granting a franchise to HMPI and set a public hearing date for the matter to be considered. Adoption of the resolution does not create an obligation to grant a franchise.
Fiscal Impact:
The City would receive a base granting (renewal) of $7,500 and annual payments based on a formula associated with the internal diameter and length of the pipelines adjusted for the Consumer Price Index.
Citizens Advised:
Notice of the Public Hearing was posted at the City’s three designated posting places and City website on January 23 2026, and published in The Norwalk Patriot on the same date.

Based on audited results for FY ending June 30, 2025, net of accounting Governmental Accounting Standards Board (GASB) adjustments; overall revenues of $77.9 million outperformed the City’s estimates by 2%, or $1.4 million. Revenue categories, such as sales tax, utility user tax and business license revenues were the main contributors to the overall increase. Expenditures were $5.67 million, 7% under the budget, due mainly to savings realized under: Personnel ($3.2 million), Sheriff’s Contract ($1.3 million) and other expenditures ($1.2 million).
The outcome of the above mentioned financial impacts is the General Fund ending available balance of $22.3 million, which is $3.5 million higher than anticipated during the preparation of the FY 2025/26 Budget.
FY 2025/26
The current FY 2025/26 budget year-to-date results indicate that the City is on target with the projections, except for the following:

Revenue Adjustments:
Even though the overall General Fund revenues are expected to outperform the original budget estimates by a total of $2.57 million, or 3%, and reach $81.9 million.
The proposed increase in General Fund revenues estimate encompasses a combination of the following revisions:
Property value derived revenues represent the first most significant portion of General Fund revenues. Projections for all categories combined are proposed to be increased by $1.1 million. The detail of adjustments is as follows:
Property Tax In Lieu of VLF: This category is estimated to increase by 6% from the original FY 2025/26 projections. The City receives two equal allocations from the State in January and May. Based on the amount received in January, staff estimates this revenue will be $960 thousand higher than projected.
Other Property Tax: revenues are in general on target with budgetary projections. Staff recommend a slight increase of $172 thousand to the estimates.
Sales Taxes – Local Tax & Measure P: The City’s second largest revenue category is expected to reach a combined total of $26.19 million, or $1.2 million over the original budget estimate. Some categories contributing to the projection increase are: auto sales, general consumer goods, and allocations received from online sales.
Utility User Tax (UUT): UUT will generate about $5.8 million in revenues, $350 thousand under the original budget estimates. All but, gas category, are underperforming when compared with prior year’s actual and current fiscal year projections. The most significant decrease is under electric utilities category.
Transient Occupancy Tax: Year-to-date receipts from local hotels are trending to reach $1.5 million, which is $170 thousand lower than the original estimates.
Franchise Fees: Actual receipts indicate lower than anticipated collection under Cable TV category, however a positive adjustment under oil pipelines and trash hauler categories, with the result of a net estimate increase of $187 thousand.
Other General Fund revenues are anticipated increasing by a net amount of $541 thousand. Out of which $1.2 million will be generated from Building & Safety plan check fees related to development projects. About 65% of these plan check fees collected will cover the increased cost of contractual plan check services. Details of revenue budget revisions can be found in Exhibit A attached to Resolution No. 26-13.
Expenditure Adjustments:
The proposed mid-year budget revisions increase the operational spending by a net of $1.5 million thousand. The most significant changes are as follows:

oVarious personnel changes under part-time, overtime, and related benefits will add about $561 thousand to additional personnel cost for the remainder of the fiscal year.
Revisions are requested by Public Safety, Public Services, and Recreation departments.
The proposed personnel changes are detailed in Exhibit C to Resolution No. 26-13. • Operations and maintenance budget requests resulting in a $581 thousand budget increase are requested to cover various departmental needs. Among the most significant requests are: $847 thousand for plan check services that are offset by increased revenues; $600 thousand decrease in Los Angeles Sheriff’s contract due to savings from vacant contracted positions; additional $247 thousand is requested to cover various expenses city-wide. • Minor capital outlays total $365 thousand and among others include two sets of meridian road barriers ($270 thousand) carried over from the prior fiscal year, and $39 thousand in funding for two Public Safety courtesy cars.
• City’s capital reserve funds will be replenished with additional $4 million to secure funding for the ongoing street and park renovation projects, repairs of buildings as well as replacement of technology and automotive equipment.
Proposed revisions to the General Fund expenditure budget are detailed in Exhibit B attached to Resolution No. 26-13.
Taking into consideration the proposed budget revisions, the estimated unassigned General Fund balance will be approximately $16.4 million, which is about $260 thousand over the City’s reserve policy, currently set at 20% of operating and minor capital outlays budget. Exhibit D to Resolution No. 26-13 provides more detail of the General Fund balance projections.
Special Revenue Funds:
Based on the actual results, staff also propose various adjustments to expenditures and revenues from Special Revenue Funds, identified in the Exhibit E attached to Resolution No. 26-13.
Significant budget revisions are proposed in the following funds:
Child Care: City will program additional $594 thousand in federal and state entitlements to provide childcare services to qualified families.
Other Special Revenue Funds: In addition to the GASB Statement 87 adjustment of $0.7 million in both revenues and expenditures, staff proposes various budget adjustments, among which are:
$271 thousand to complete replacement of furniture and office remodel in both sports and cultural arts centers; repairs of Public Safety office at Transportation/Metrolink station ($150 thousand); refurbishment of City entry monuments ($124 thousand).
