BY: Alex Hamilton, Interim Director of Community Development SUBJECT: PARTICIPATE IN AN AGREEMENT FOR THE LOS ANGELES REGION – IMAGERY ACQUISITION CONSORTIUM 8 PROJECT
Background:
The Los Angeles Region Imagery Acquisition Consortium (LARIAC) is a consortium of the County of Los Angeles (County) in partnership with cities, agencies and academic institutions and others. Collaboratively the consortium acquires digital remote sensing data, including imagery and elevation data. The LARIAC8 Project will deliver highly accurate digital aerial imagery and elevation datasets to local, state and federal agencies at substantial cost savings.
To ensure the accuracy of the aerial imagery the County is working with the consortia members to plan and initiate the next LARIAC cycle January 1, 2026 – December 31, 2028. The cost of LARIAC8 for the City is $27,850, paid in two equal installments of $13,925. The first payment is due Spring 2026, and the second payment is due Spring 2027.
Various departments will benefit from this resource and facilitate planning and management of multiple citywide projects. The LARIAC8 benefits include high quality image data that enables staff to make virtual site visits. Some examples include improving site plan review, understanding impacts of new projects, and a consistent view of the City. The enhanced resolution shows greater detail and provides more information than other online providers. There are multiple access methods, including desktop, handheld, and mobile as well as local and remotely hosted solutions.
Fiscal Impact:
Funds for the first payment are included in Fiscal Year 2025/26 Adopted Budget and the second payment for Fiscal Year 2026/27 will be requested in the upcoming budget cycle.

As part of the Recreation and Park Services Department’s organization and multi-departmental workspace improvements, the Norwalk Arts and Sports Complex (NASC) and the Cultural Arts Center (CAC) are being redesigned to create a more collaborative and functional office environment. Following research, staff selected Sierra School Equipment Company through the OMNIA Partners cooperative purchasing agreement, which allows the City to “piggyback” off competitively bid contracts to streamline procurement. The proposed project includes space planning, design schematics, project management, labor, delivery, and installation of modular office furniture including cubicles and storage cabinets. The total amount of the agreement is not to exceed $330,800.
Fiscal Impact:
The proposed agreement with Sierra School Equipment Company is in an amount not to exceed $330,800. The Recreation and Park Services Department has allocated funds in the Norwalk Arts and Sports Complex Equipment Replacement Fund in the proposed Fiscal Year 2025/26 operating budget.

Dear Mr. Del Carpio,
Pursuant to our recent discussions, this letter is to request authorization to modify our original construction management services contract for the City’s Local Streets Rehabilitation Project – Zones 2, 9, & 29, City Project Number 7935.
Willdan’s revised budget of $253,921.00 included construction management, material testing, and public works inspection services to monitor the additional working days required to complete the Project.
The current budget request includes the unforeseen items listed below:
Willdan’s revised budget amendment includes additional material testing services not included in the original proposal.
Willdan’s current budget requires an adjustment to cover additional material testing services needed to monitor the pavement and slurry seal installation activities that occurred beyond the original working days. Willdan’s budget modification request would add an additional $109,764.33 to our revised budget.
To support this contract request, attached are a detailed spreadsheet and Willdan’s subconsultant’s estimate for the requested additional material testing services.
In conclusion, Willdan Engineering’s revised budget of $253,921.00 would increase by $109,764.33, for a revised total of $363,685.33. A modification is necessary to include the requested material testing services for the project.
