SUBJECT: PROJECT NO. 7935 – AGREEMENT AMENDMENT NO. 2 – MATERIAL TESTING SERVICES FOR LOCAL STREETS REHABILITATION PROGRAM – ZONES 2, 9, AND 29, ENGINEER'S REPORT NO. 26-13
Background:
On April 15, 2025, City Council awarded an agreement (PSA) to Willdan Engineering to provide construction management and inspection services (CM&I) for Project No. 7935 – Local Streets Rehabilitation Zones 2, 9, and 29. The work scope involves CM&I of improvements to asphalt concrete pavement, cross gutters, curb and gutter, Americans with Disabilities Act curb ramps, signing, striping, loop detector replacements and traffic control.
On July 15, 2025, City Council approved Amendment No. 1 to the agreement with Willdan Engineering to provide labor compliance and geotechnical material special testing services throughout the duration of the project construction phase. The scope for material testing includes field monitoring and laboratory testing on base and asphalt materials to ensure compliance with the project specifications.
Throughout the construction phase, unanticipated delays and rework required additional material testing services. To ensure compliance with the project specifications for the remaining duration of the project, staff recommend the approval of Amendment No. 2, in the amount of $109,764 to provide the required material testing services.
