City of Norwalk Last, Best, and Final Offer (Single-Year) This the City of Norwalk’s Last, Best, and Final Offer package proposal in which all components are interdependent. Acceptance of all components of this Last, Best, and Final Offer package is required to establish a tentative agreement on the matters herein.
