City Council Agenda Report
April 21, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Jana Stuard, Director of Finance/City Treasurer
Jennifer Hernandez, Administrative Services Supervisor
SUBJECT: DECLARATION OF SURPLUS VEHICLES FOR AUCTION AND APPROVAL OF

SURPLUS VEHICLE SALES
Background:

The City’s fleet is a vital component in delivering essential services to the community and must be maintained in a safe, reliable and cost-effective condition. The Vehicle Maintenance Division establishes a Vehicle Useful Life Benchmark for each fleet unit, which defines its expected service life and guides replacement decisions. This benchmark is based on factors such as age, mileage, and maintenance costs.

To ensure the timely disposal of vehicles that no longer meet operational standards, the Finance Department oversees the surplus process. Vehicles are sold at auction through the City’s partner, JJ Kane, with the City typically receiving 80% to 90% of the final sale price after commissions and fees. Prior to auction, the Vehicle Maintenance Division prepares each vehicle by removing City decals, lights, and other installed equipment.

During fiscal year 2025/26, the City has surplused 10 vehicles, generating total proceeds of $72,150. The cumulative value of vehicles surplused to date exceeds the current Purchasing Authority Authorization Limit of $40,600 and therefore requires ratification by the City Council. SUBJECT: AGREEMENT AMENDMENT NO. 7 FOR ON-CALL COMMUNITY

DEVELOPMENT CONSULTANT AND ADDITIONAL SERVICES FOR THE

WALK PROJECT
Background:

On November 7, 2023, City Council approved agreements with 27 firms to provide on-call Community Development Consultant and Additional Services intended to support Community Development and other City departments with staff augmentation services, priority projects, long-range planning projects, and technical review. The Code Group, Inc. dba “VCA Code” (VCA) and was selected with a compensation not-to-exceed $150,000 annually. The following amendments for services have been approved:

Amendment No. 1 – This amendment extended the on-call services and the maximum compensation amount increased to $150,000 annually. The agreement helps offset staff shortages in the Building and Planning Divisions. The Community Development Department (Department) has used the following services since the contract was executed: Building Inspection Services, Building Official Services, Senior Permit Technician Services, Planning Manager Services and Director of Community Development Services. Currently, the contract services are for interim Director of Community Development since the retirement of the department’s director.

Amendment No. 2 – On June 4, 2024, City Council approved increasing the maximum compensation amount of the contract to $375,000 (an increase of $225,000) through October 25, 2024, for on-call professional Community Development Consultant and Additional Services.

Amendment No. 3 – On June 18, 2024, City Council approved adding City Hall design services which included a project budget of $170,000 to the total contract compensation.

Amendment No. 4 – On October 1, 2024, City Council approved extending plan check and related services through October 25, 2025, in an amount not to exceed $300,000 (a $300,000 increase), in addition to the $545,000 compensation amount approved for on-call services and design services; and authorized the City Manager to execute the amendment and any future amendments for plan check and related services within a 15% contingency.

Amendment No. 5 – On December 17, 2024, City Council approved additional funds to be paid in the amount of $75,000 for a shortfall of on-call professional service through October 25, 2024, for a total amount of $450,000 (increase from Amendment No. 2 of $375,000).

Amendment No. 6 requested additional funds for the following services and was approved on April 15, 2025:
•Plan check services - $206,000 for additional funding for a shortfall for The Walk Project. This cost was paid for by the developer; and
•Community Development Consultant Services for years two (October 2024-2025) and three (October 2025-2026) in addition to the original contract - $408,000 per year for years two and three (for the Community Development Director position).

Since VCA was selected to review the plans for The Walk project the proposed Amendment No. 7 requests additional funds for the following services:
•Plan check services - $35,000 for The Walk revisions to the residential, garage, retail buildings (Nos. 1-5) and Kiosks (Nos. 1-2). The changes consist of various architectural, structural, mechanical, electrical, plumbing and lighting revisions. The estimated hours and costs for the revisions will be billed on an hourly basis. An additional budget of $15,000 for further revisions is proposed as-needed for the project.

Fiscal Impact:

Funding for the on-call services are available in the current FY 2025/26 Adopted Budget for the remainder of the fiscal year and the budget for Fiscal Year 2026/27 will be budgeted accordingly.

The costs associated for the services are part of the fees the developer paid.

SUBJECT: PROJECT NO. 7195 – AWARD OF CONTRACT – CONSTRUCTION,

CONSTRUCTION MANAGEMENT AND INSPECTION, AND DESIGN SUPPORT SERVICES FOR I-605 HOTSPOTS AT STUDEBAKER ROAD AND ALONDRA BOULEVARD, ENGINEER'S REPORT NO. 26-18
Background:

On January 29, 2026, staff solicited for construction bids for the I-605 Hotspots at Studebaker Road and Alondra Boulevard – Project No. 7195. The scope of work includes unclassified excavation, construction of curb and gutter, median, curb ramps, sidewalk, grind and overlay, striping, signal modifications, landscape and irrigation modifications.

On March 17, 2026, the City received seven bids, which were publicly opened. One bid was found to be non-responsive. Below are the responsive bid results:

Rank Contractor Bid Amount
1 Dash Construction Company, Inc. $ 999,910
2 Sequel Contractors, Inc. $ 1,027,363
3 Miramar General Engineering $ 1,061,834
4 CT&T Concrete Paving, Inc. $ 1,266,212
5 Paveco Construction, Inc. $ 1,319,480
6 Hardy & Harper, Inc. $ 1,430,000
The Engineer’s Estimate for the project is $1,500,000.

Staff conducted a bid analysis, including checks to the contractor’s state licensing, Department of Industrial Relations registration, state and federal debarment list, and reference checks. As a

result, staff recommend awarding the project to the lowest responsive bidder, Dash Construction Company, Inc.

On January 29, 2026, staff solicited a Request for Proposals (RFP No. 26-820) from qualified engineering firms to provide construction management and inspection (CM&I) services for the project. On March 3, 2026, staff received proposals from thirteen firms. Staff examined and reviewed the submitted proposals based on several factors including technical knowledge, the proposed team’s experiences, scope of work, qualifications, and fee schedule.

The City selected three firms to advance to the interview phase in order to further evaluate their expertise, qualifications, and relevant experience. The firms were ranked as follows:

Rank Firm
1 SPECS Engineering Group
2 Transtech Engineers
3 Kevin Ko and Associates
SPECS Engineering Group was determined to be the most qualified firm based on its technical capabilities, extensive experience on previous projects, and competitive pricing.

On July 1, 2013, City Council awarded a professional services agreement to Willdan Engineering to provide traffic engineering and related services on an as-needed basis through June 30, 2017.

On October 8, 2014, a subsequent task order for design services was issued for Project No. 7195. As the original agreement has since expired, staff now recommend to enter a new agreement with Willdan to provide design support services during the construction phase. The services will include attending construction meetings, responding to contractor requests for information and submittals, and preparation of as-built documentation upon project completion.

From issuance of the Notice to Proceed, the projected start date is late May 2026 and project completion is anticipated to be August 2026.

Environmental Analysis: City Council hereby finds that the proposed project is categorically exempted pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15300.2. The project is categorically exempted from CEQA as Class 1 Existing Facilities.

Fiscal Impact:

The following is an estimated cost breakdown of the total project costs:

Construction Cost: $ 999,910
Construction Contingency (15%): $ 149,987

SUBJECT: PROJECT NO. 7527 – RESOLUTION 26-17 - BUDGET AMENDMENT AND AGREEMENT AMENDMENT NO. 1 FOR CONSTRUCTION SUPPORT

SERVICES
Background:

On July 15, 2025, City Council approved an agreement with Civiltec Engineering Inc. (“Civiltec”) in the amount of $64,084 to provide professional construction support services for the Sewage Lift Station Rehabilitation, City Project No. 7527 (“Project”) at Harvard Drive and Gridley Road.

These services include construction management, engineering support, and construction inspection. The Project consists of rehabilitating an existing sewer lift station, including installation of a temporary sewer bypass, removal and replacement of plug valves, swing check valves, submersible pumps, slide rail assemblies, ductile iron piping, construction of a new meter vault, and installation of a magnetic flow meter. Construction is anticipated to be completed by Summer 2026.

During initial construction activities, staff identified that the existing alarm system at the lift station is outdated and limited in functionality. To replace and upgrade the system, and to ensure compatibility with a future Supervisory Control and Data Acquisition (SCADA) system, additional design services are required.

On February 3, 2026, Civiltec submitted a proposal in an amount not to exceed $20,560 to provide professional engineering design services for the preparation of electrical plans and specifications. These improvements will enhance alarm and notification capabilities, increase the number of monitored alarm points, upgrade electrical components, and ensure compatibility with the City’s future SCADA system. This work is in addition to the consultant’s existing construction support services for the project. If approved, the design will be completed and implemented by Summer 2026.
