SUBJECT: DECLARATION OF SURPLUS VEHICLES FOR AUCTION AND APPROVAL OF
SURPLUS VEHICLE SALES
Background:
The City’s fleet is a vital component in delivering essential services to the community and must be maintained in a safe, reliable and cost-effective condition. The Vehicle Maintenance Division establishes a Vehicle Useful Life Benchmark for each fleet unit, which defines its expected service life and guides replacement decisions. This benchmark is based on factors such as age, mileage, and maintenance costs.
To ensure the timely disposal of vehicles that no longer meet operational standards, the Finance Department oversees the surplus process. Vehicles are sold at auction through the City’s partner, JJ Kane, with the City typically receiving 80% to 90% of the final sale price after commissions and fees. Prior to auction, the Vehicle Maintenance Division prepares each vehicle by removing City decals, lights, and other installed equipment.
During fiscal year 2025/26, the City has surplused 10 vehicles, generating total proceeds of $72,150. The cumulative value of vehicles surplused to date exceeds the current Purchasing Authority Authorization Limit of $40,600 and therefore requires ratification by the City Council. In accordance with Norwalk Municipal Code section 3.20.020 and related purchasing provisions, any transaction exceeding the Purchasing Authority Authorization Limit requires City Council approval. Attachment A includes all vehicles sold to date and their respective sale prices for ratification.
In addition, 16 vehicles remain pending surplus, many of which are expected to be processed before the end of the fiscal year. These vehicles also require City Council approval prior to

Fiscal Impact:
Total proceeds of $72,150 have been deposited into the Vehicle Replacement Fund or corresponding enterprise fund(s) and will be used to support the replacement of City vehicles in accordance with the established Vehicle Useful Life Benchmark. Proceeds from future vehicle sales will be allocated in the same manner to support ongoing fleet replacement needs.
