SUBJECT: AMENDMENT NO. 11 TO THE AGREEMENT FOR CITYWIDE STREET
SWEEPING SERVICES
Background:
Since 1994, Nationwide Environmental Services, a division of Joe’s Sweeping Inc., has provided citywide street sweeping services for residential and arterial streets, City-owned parking lots, and the Civic Center parking structure. Amendment No. 11 primarily updates the method of applying the Consumer Price Index (CPI) adjustment. Under the amendment, the CPI adjustment will now apply to the full Contract Sum, with an annual increase to be the actual CPI or four percent (4%), whichever is greater. Beginning July 1, 2026, the annual contract amount will be subject to these adjustments. This approach provides greater cost predictability and supports the continued delivery of consistent service levels.
All other modifications included in Amendment No. 11 are administrative in nature and intended to clarify existing provisions of the Agreement. These include updates to language related to fuel cost and tipping fee adjustments, scope of services, exhibits, and general contract administration. No significant changes to the overall scope or level of service are proposed.
Fiscal Impact:
Funds for this service have been requested during the budget process for Fiscal Year 2026/27.
