City Council Agenda Report
May 5, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administrative Officer
Elisa Robledo, Senior Management Analyst
SUBJECT: FEDERAL TRANSIT ADMINISTRATION CERTIFICATIONS AND ASSURANCES FOR FEDERAL FISCAL YEAR 2026
Background:

The City’s Transportation Department develops and submits applications for Federal Transit Administration (FTA) Capital and/or Formula grant funding in keeping with the acquisition of replacement buses, facility construction/rehabilitation, preventative maintenance, associated major bus components, etc. An element of the grant approval process requires applicants to provide Certifications and Assurances (C&A’s) for FTA regulatory compliance on an annual basis.

The C&A’s cover multiple compliance areas such as assurances concerning applicable Federal regulations; Civil Rights, Procurement, Lobbying, Americans with Disabilities Act (ADA), Drug/Alcohol testing, etc.

Also, the City is required to designate a representative to affirm compliance with the C&A’s as a part of the grant application process. In prior FTA grant applications, the Executive Director of Regional Transportation, has been the designee of the City Manager, and signs the FTA C&A’s Affirmation of Applicant on behalf of the City along with Affirmation of Applicant’s Attorney signed by the City Attorney.
