SUBJECT: AGREEMENT FOR INSTALLATION OF SECURITY BADGE READERS AT
CITYWIDE FACILITIES
Background:
The City continues to implement enhanced safety measures across all City facilities to prioritize the safety of residents, staff, and visitors. In 2024, ASSI Security (ASSI) was engaged to install security badge readers at City Hall, which restrict unauthorized access and improve staff safety.
Expanding this effort will secure key entry and exit points, creating the opportunity for clear access control to Citywide facilities, while also removing the need for physical keys which will save costs. By switching to badge readers, cards that are lost or stolen can easily be deactivated, decreasing any potential unauthorized access and staff access is easier monitored since the technology logs all badges scanned.
Staff have identified various doors at City Hall and other City facilities that require installation of security badge readers. Currently, there are seven doors at City Hall that have updated the badge readers, including the Administration Department, Communications Department, City Clerk’s Department, and entryways to the downstairs basement. This feature is an added security measure to provide public safety for those who frequent City facilities.
The addition of the badge readers will be completed in phases with the goal of ensuring security and safety are enhanced throughout all City facilities. During this phase, 17 doors at City Hall are expected to be completed, at which point staff will then proceed with addressing this need at other facilities.
ASSI has been identified as the best fit for this project. Their system integrates seamlessly with the City’s existing infrastructure, which will minimize operational disruptions and avoid unnecessary costs. As the incumbent provider, ASSI has a well-established understanding of

the City’s operational needs and requirements. ASSI has demonstrated technical expertise in the installation of security badge readers. Their team’s ability and knowledge in this area are essential to ensuring successful implementation. Their proven experience and technical proficiency in security badge reader installations supports smooth and effective deployment.
Fiscal Impact:
The anticipated fiscal impact of the proposed work for the agreement is $74,985. Funding for this project has been appropriated in the Fiscal Year 2025/26 operational budget.
