City Council Agenda Report
May 5, 2026
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Albert Mendoza, P.E., Director of Public Services/City Engineer Damian Rosales, Public Services Superintendent
SUBJECT: APPROVE PROPOSAL FOR CITYWIDE ENTRY MONUMENT REFURBISHING Background:

The City possesses eleven monuments at major arterial entry points, allowing incoming motorists to recognize when they have entered the City of Norwalk. These monuments have created a sense of identify and pride to the stability of the City. They possess a grey speckled granite slab with gold inlay containing the word ‘Norwalk’, surrounded by red-colored brick and columns with white-colored bases and white-colored finials. Four monuments have been recently refurbished to the luster they once possessed; seven remain to be serviced.

On February 17, 2026, City Council approved Resolution No. 26-13 authorizing amendments to the Fiscal Year (FY) 2025/26 budget, whereas Art in Public Places funds were allocated to support the continued refurbishment of entry monuments.

Staff has received a proposal from Bravo Sign and Design, Inc. that includes all labor and materials to acid wash all brick, pressure wash, polish granite slab, touch-up letter inlays, and paint the bases and finials. Proposal has been determined to be fair and reasonable.

Accordingly, staff are seeking City Council approval to award a contract in accordance with the Norwalk Municipal Code for Public Works Competitive Bid Requirements, Level 1 Projects (Projects under $75,000).

To ensure that the monuments remain in high-quality condition, staff have made irrigation adjustments to prevent water overspray and complimentary landscaping shall be installed, maintained and rotated seasonally; coupled by scheduled cosmetic cleaning.
