Background:
On June 17, 2003, the City and Parking Concepts Incorporated (PCI) entered into an agreement to perform parking management services for the parking lots and parking structure associated with the City’s Civic Center area. In February of this Fiscal Year (“FY”), the monthly base fee was reduced by 30% due to the groundbreaking of “The Walk” development project. With this new amendment, PCI is requesting a 5% Consumer Price Index (CPI) increase for FY 2026/27 for the monthly base fee, in addition to an increase to their supervisor and cashier rate as noted on the following table:
Description Current FY 2025/26 Proposed FY 2026/27
Supervisor Hourly Rate (1 staff) $ 29.65 $ 31.13 Cashier Hourly Rate (2 staff) $ 25.70 $ 26.98 Monthly Base Fee $ 4,928.00 $ 3,622.50 To date, PCI has performed duties in a superior manner, demonstrating a strong commitment to customer service and owner loyalty. Their knowledge and expertise in the parking services is highly regarded and serve as a valuable resource as the City strives to provide the most efficient and effective parking within the Civic Center area.
