SUBJECT: AWARD CONTRACT FOR SEWER MAIN REPLACEMENT ON HORST AVENUE
Background:
The Public Services Department Utilities Division is responsible for maintaining and repairing City-owned sewer infrastructure. In July 2025, Tunnelworks performed closed-circuit television (CCTV) footage of a sewer main pipeline along Horst Avenue, between Cedarvale Street and 165th Street. The inspection noted deficiencies to the sewer mainline along Horst Avenue, requiring the removal and replacement of approximately 62 linear feet of existing 8” vitrified clay pipe (“VCP”) sewer main with new 8” polyvinyl chloride (“PVC”) standard dimension ratio (“SDR”) pipe. Additionally, it was discovered that the existing sewer line is sagging and will need to be realigned to the existing VCP.
In February 2026, Public Services solicited contractors for emergency sewer main removal and replacement services for this scope of work. A total of three proposals were received, as shown in the table below.
Company Name Amount
Torres Sanitation Systems Construction $67,500
William Pipeline Contractors, Inc. $78,700
Mike Bubalo Construction Co., Inc. $84,000
Staff have reviewed proposals and determined the quote submitted by Torres Sanitation Systems Construction located in South Gate is fair and reasonable. Torres will complete the repair work within three weeks after mobilization. Staff verified that they are a licensed General Engineering Contractor that also have an active C-42 Sanitation System Contractor license

specifically to allow fabrication and installation of storm drains, sewage systems, and related work. Accordingly, staff recommend that the City Council award a contract in accordance with the City’s Municipal Code for Public Works Competitive Bid Requirements, Level 1 Projects (Projects under $75,000).
The project will reduce the risk of leaks and sanitary sewer overflows, which can create unsafe conditions for the community.
Fiscal Impact:
Costs for these services will be paid from available unencumbered Sewer Enterprise Funds.
Staff recommend that the City Council award a contract to Torres Sanitation Systems Construction, in the amount of $67,500, and approve a 10% contingency in the amount of $6,750 to cover any unforeseen conditions.
