SUBJECT: AGREEMENT AMENDMENT NO. 3, TERM EXTENSION FOR PARATRANSIT
DEMAND RESPONSE USER SIDE SUBSIDY TRANSPORTATION PROGRAM Background:
On July 1, 2021, the City and Administrative Services Co-Op DBA Fiesta Taxi Cooperative, Inc. (Fiesta) entered into an Agreement for Paratransit User Side Subsidy Transportation Program on behalf of Norwalk Transit System (NTS). Collectively, the first two Amendments extended the term of the Agreement to June 30, 2026.
NTS is requesting the third term extension with Fiesta from July 1, 2026 to December 31, 2026 in order to provide a “bridge” period and give NTS the opportunity to identify additional cost- effective strategies and innovative solutions for enhanced service reliability. Also, this 3 rd term extension will also ensure the continuity of the service providers’ familiarity with existing customers and service area.
In accordance with Section 3.21.030(C) of the Norwalk Municipal Code a four-fifths vote by City Council is necessary to allow for this extension without requiring a formal bidding process at this time.
Fiscal Impact:
Funding for the Paratransit User Side Subsidy program covering the period of July 1, 2026 through December 31, 2026, in the amount of $27,500 is included in the proposed Fiscal Year 2026/27 Transportation Department budget. There is no impact to the general fund.

Recommended Action:
Staff recommend City Council approve Amendment No. 3 with Administrative Services Co-Op DBA Fiesta Taxi Cooperative, Inc. for Paratransit User Side Subsidy Transportation Program from July 1, 2026 through December 31, 2026 for a total agreement cost of $27,500; and authorize the City Manager to execute Amendment No. 3 on behalf of the City, in a form approved by the City Attorney.
