SUBJECT: BARNWALL STREET (ALBURTIS AVENUE TO ROSETONE AVENUE) AND
PIUMA AVENUE (BARNWALL STREET TO FAIRTON STREET) SPEED HUMP
REQUEST
Background:
On March 15, 2021, the City Council approved a city-wide speed hump policy to improve roadway safety and reduce vehicle-pedestrian conflicts. This policy was developed after extensive research of relevant regulations of State vehicle codes, guidelines from the Institute of Transportation Engineers (“ITE”), other agency policies and incorporates input from the Los Angeles County Sheriff and Fire Departments to mitigate unintended adverse impacts to emergency response.
Following are highlights of the adopted Neighborhood Traffic Management Program (“NTMP”):
Speed Hump Policy
A NTMP offers a comprehensive approach to addressing neighborhood traffic safety concerns.
It assesses residents’ concerns and provides practical solutions using a national database established by ITE. The NTMP provides alternatives to the “one size fits all” use of a speed hump. Additionally, insurance agencies and the State of California officially recognize these traffic management alternatives as an official traffic control program, demonstrating that they meet legal standards which are defensible in court. The NTMP is designed to establish a standard process for receiving requests, assessing reported concerns, and implementing targeted traffic calming solutions. This community-driven approach uses petitions to ascertain neighborhood consensus supporting the appropriate traffic calming measure to enhance traffic safety. The NTMP is not applicable to roads with speed limits over 25 miles per hour (“mph”)) or on roads that are part of the Federal Roadway System (“FRS”).

At the February 2, 2026, Public Safety Commission meeting, staff presented findings of analysis of the request for speed humps on Barnwall Street betwee Alburtis Avenue and Rosetone Avenue and Piuma Street between Barnwall Street and Fairton Street. Members of the public were allowed to express their opinion on the request during public comment periods of the commission meeting. The requested sections of Barnwell Street and Piuma meets all initial qualifying criteria for speed humps, and a petition was signed by majority of residents (greater than 65%) living in the neighborhood area. These requests meet guidelines prescribed by NTMP for consideration by the Public Safety Commission. Following the closure of public commenting period and deliberation of Commission members, the Commission voted unanimously to recommend the requests to City Council at a future City Council meeting for approval.
